ENERAL INFORMATION
Services are required for repairs, replacements, and improvements at the Buck Hall Recreation Area, located in McClellanville, South Carolina.
Background Information
Buck Hall Recreation Area is composed of three separate entities: Buck Hall Campground, Buck Hall Boat Landing, and the day use area. It is located on the Francis Marion National Forest and is 45 miles north of Mount Pleasant, in Charleston County, South Carolina. The site is heavily used and provides year-round access to recreation activities including camping, fishing, hiking, biking, bird watching and boating.
The recreation area is located on the Intracoastal Waterway and was heavily impacted by Hurricane Hugo in 1989. It was rebuilt in 1993 and has not been updated since then except for some repairs to the water system and a new well.
Description of Work
The campground work involves replacement of site amenities to include but not limited to picnic tables, fire rings, electrical pedestals, water hydrants and unit number posts. Parking spurs and campground roads need to be repaved to provide campsites large enough to accommodate the larger campers that have come into use since the campground was built in the 1990s. The host site is also in need of refurbishment for wastewater collection and site amenities. The electrical distribution system and campsite electrical pedestals need to be replaced. The potable water supply lines and valves that supply water hookups at each camp unit and at the restroom facilities will need to be replaced. The campground bathhouse will be replaced as well as the wastewater system. The well house building will be replaced as well as new sidewalks connecting site features.
The boat landing work involves repaving the roads and parking areas and adding additional boat trailer parking as well as a new traffic circle. The boarding docks and boat ramps are also in need of repairs. An aluminum bulkhead runs along the entire property and will be replaced with a rock revetment, except for at Reach 2, which will be replaced with a new bulkhead.
Optional bid items include replacing the day-use area bathhouse and picnic shelter with surrounding landscaping and site amenities in the day-use area. Day-use area parking and site circulation are also option items as are a new kayak launch, improvements to the fishing pier, overflow parking lot, a storage building, and a telecommunications system.
Period of Performance
The contract’s period of performance will be 18 months from Notice to Proceed to final acceptance. This period includes times for materials submittals, approvals, ordering and delivery.

PART 1 – SUMMARY OF WORK
DESCRIPTION
The intent of this section is to provide a general outline of the work required under this contract and identify special project conditions and/or requirements. It is not intended to provide detailed specifications for materials, labor, and workmanship. These are covered in other sections of these specifications.
The project site is a coastal recreation area with camping and day-use facilities. The work to be done under this contract includes building construction, repairing and/or replacing water, sewer, and electrical utilities; replacing campground amenities; repaving asphalt surfaces and replacing the seawall. More detailed information is contained in the Statement of Work.
LOCATION
Buck Hall Recreation Area is located approximately 24 miles north of Mount Pleasant, SC, on US-17. The address is 1099 Buck Hall Landing Rd, McClellanville, SC 29458.
SPECIFICATIONS
The specifications establish the construction procedures and materials to be employed throughout the performance of work required under this contract.
GENERAL SITE CONDITIONS AND WEATHER
The site generally experiences cools seasonal temperatures with moderate humidity levels from October through April, and warm seasonal temperatures with high humidity levels from May through September. The site is generally accessible throughout the entire year.
SITE ACCESS
Directions from Mount Pleasant, SC: Travel north on US-17 for 24 miles. Turn right on to Buck Hall Landing Road and proceed to the recreation area.
USE OF FACILITIES AND UTILITIES
Water is available on site.
There is cell phone coverage in this area and there is no land-line phone at the site.
The contractor shall provide temporary toilet facilities at the site during all construction work, and they shall be placed within the designated staging areas.
Electrical services are available at this site.
STAGING AREA
An area at or near the project site will be made available for use as a staging area. Staging areas shall be approved by the Contracting Officer’s Representative (COR) prior to use. Security and clean-up of this area shall be the responsibility of the contractor. Confine storage of materials to areas approved by the COR.
WORK RESTRICTIONS
Nonsmoking Buildings: Smoking is not permitted within the buildings or within 25 feet (8m) of entrances.
SCHEDULE
The contractor shall submit, at the pre-work conference, a construction schedule showing the proposed scheduling of all work items. Work is only allowed during daylight hours. Work performed on weekends or federal holidays must be authorized by the COR.
