UNCLASSIFIED UNCLASSIFIED 1 PERFORMANCE WORK STATEMENT (PWS) TITLE: Geospatial Intelligence (GEOINT), Intelligence, Surveillance and Reconnaissance (ISR) and Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) fleet Concept of Operations (CONOPS) 1.0 Overview The contractor shall support Naval Information Forces Command (NAVIFOR) is the Type Commander (TYCOM) for U.S. Navy Command, Control, Communications, Computers, Collaboration, and Intelligence (C5I) and Information Dominance (ID). NAVIFOR is responsible for the Man, Train, Equip (MT&E) functions for Fleet cyber requirements. NAVIFOR’s mission is to provide commanders ashore and afloat with forward deployable, combat-ready information dominance forces which are capable of conducting prompt and sustained naval, joint, and combined operations in support of U.S. National interests. The C5I Requirements Directorate (N8) develops MT&E requirements and assesses current and future Information Warfare (IW) capability areas of Assured Command and Control (C2) Operations, Integrated Fires, and Battle Space Awareness. In support of NAVIFOR N8’s mission, and in keeping with U.S. Fleet Forces (USFF) and Chief of Naval Operations (CNO) guidance, the N8 Battlespace Awareness Branch, in collaboration with other Navy Stakeholders, ensures the Fleet possesses the C5I tools and capabilities necessary to ensure Navy’s mission success when presented with adversaries or challenges to the Battle Space Awareness environment. 2.0 Scope 2.1 Description The fleet requires a developed and synchronized fleet GEOINT PED CONOPS integrating manned and unmanned systems, employing standardized data-formats and leveraging cloud- computing strategies employing artificial intelligence/machine-to-machine (AI/MTM) to improve Naval forces ability to collaborate, plan and execute maritime events at the operational and tactical levels. The Option to Extend Services under FAR clause 52.217-8 will be included. The anticipated period of performance is provided in the table below; however, the base period of performance start date will be dictated by the date of contract award and affect all option period start dates accordingly. Contract Year Period of Performance (anticipated) Base Period 18 Sept 2026 – 17 Sept 2027 Option Year 1 18 Sept 2027 – 17 Sept 2028 Option Year 2 18 Sept 2028 – 17 Sept 2029 Option Year 3 18 Sept 2029 – 17 Sept 2030 Option Year 4 18 Sept 2030 – 17 Sept 2031 52.217-8 Option to Extend Services 18 Sept 2031 – 17 Mar 2032 3.0 Contractor Personnel -- 2 of 9 -- UNCLASSIFIED UNCLASSIFIED 3 3.1 Contractor Personnel General Requirements The contractor shall provide support to: • Support NAVIFOR N8 Requirements Directorate by providing necessary consulting, technical editing, analytical, and organizational skills to assist in the drafting of a fleet CONOPS addressing Navy GEOINT TCPED requirements. • Knowledge of technical writing and staffing requirements in development of a fleet CONOPS as detailed in COMUSFLTFORCOMINST 5401.1B; Fleet Concept of Operations Development, including milestones/deadlines, authorities, development, issuance and review processes. • Provide technical support and assistance, coordinate with Echelon I & II to aid in the development of a fleet CONOPS. • Develop, gather, and disseminate technical information among stakeholders. • Understand roles and responsibilities of fleet CONOPS developers, supporting commands and reviewing commands. • Understand management of the fleet CONOPS development process, tracking, and reporting. • Assist in coordination of the fleet CONOPS via experiments, war games, and modeling and simulations. • Understand and demonstrate ability to ensure DOTMLPF-P issues are defined through deliberate analysis and assessment in the development of the CONOPS. • Upon CONOPS approval, assist in tracking and reporting overall status of DOTMLPF-P actions generated. Coordinate with Offices of Primary Responsibility (OPR) and make regular reports on progress. • Possess experience in Fleet operations and the knowledge/capability to identify potential operational and technical integration issues associated with emerging TCPED capabilities/processes, National/DoD, Joint a
