Statement of Work for LARCPR-XXXX Subject: Requester: Recertification of high-pressure, gaseous oxygen tube trailer NASA Asset NA00204T (#1364) Statement of Work - Modification and Recertification of D.O.T. Trailer Line Item 1: Recertification Inspect, modify, and certify as follows: 1. Perform quinquennial disassembly, painting, hydrostatic pressure test, and precision internal cleaning of one (1) Government-owned gaseous oxygen tube trailer in accordance with the current DOT regulations and NASA requirements in this Statement of Work. 2. Remove and replace the current two (2) Sherwood valves with new 1882 Sherwood valves. These valves shall have stem threaded above the packing. 3. Add two new HP2000 pneumatic-actuated valves located on manifold where two pressure indicators/hand valves are located. 4. Trailer shall be returned filled with product as per procedures outlined in this Statement of Work. 5. Price shall include pick-up and delivery to NASA Langley Research Center, Hampton, VA. Description of Trailer Trailer License No.: 1364 Type of Gas: UHP Oxygen Semi-Trailer Comp: MH-1 Overall Trailer Length: 282 inch Overall Trailer Width: 96 inch Overall Trailer Height: 97 inch Type of Cylinders: ICC 3A-2400 Manufacturer: Standard Steel Works, North Kansas City, MO Approx. length of cylinders: 21 feet -- 1 of 4 -- Outside diameter of cylinders: 9-5/8 inch Number of cylinders: 30 Approx. water volume of each cylinder @ 70°F: 9 cu. ft. DOT Re-Test Due Date: 2026 Requirements All procedures shall be performed in accordance with applicable DOT, CGA, and NASA regulations and requirements specified. Price shall include pick-up and delivery to NASA Langley Research Center, Hampton, VA. The government will ensure that the trailer is road worthy and will be empty with placards and labels that indicate the trailer is empty. Procedure 1) The Contractor shall disassemble the subject tube trailer into its individual bottles, manifolds, and connected plumbing hardware. 2) The contractor shall inspect all valves, fittings, and pressure relief devices (PRD's), and replace or refurbish any that are compromised, or fail to meet functional intent. Compromised includes all damage to NGT and NPT threadings that would reduce the integrity of connections. a) All elastomers and lubricants used in the components shall be rated “A” for mechanical impact test of 6700 psi per KTI-5210 Revision C (SEE SOW ATTACHMENT A) unless approved by the contracting officer. b) All metallic items used shall be Type 316 Stainless Steel (S31600) or a metal with a higher “Promoted Ignition Lowest Burn Pressure” per Table 2 of KTI-5120 Revision C. c) The contractor shall provide material certifications for all new components, elastomers, and lubricants used. 3) The contractor shall inspect the internals of the cylinders and remove all deleterious material including rust, Teflon tape, and any other foreign material that could present blockage flow through valves and connected plumbing. 4) The contractor shall pressure test the cylinders in accordance with DOT and CGA regulations including CGA C-1, Methods for Hydrostatic Testing of Compressed Gas Cylinders. The contractor shall take care when using Teflon tape to ensure that excess material is not released into the cylinders or connected plumbing in the process of performing these tests. 5) The contractor shall: a) Remove all rust, dirt, and loose paint from the exterior of each of the gas cylinders and other trailer parts. If sand blasting is to be performed, all other parts of the trailer that could be damaged by the sand blasting shall be protected. -- 2 of 4 -- b) Apply one coat of zinc chromate primer, Federal Spec. TI-P-645 or equal, and two coats of Spatz White Enamel, No. 2109 or equal, to each of the gas cylinders. c) Treat for any surface corrosion/oxidation properly, and then paint trailer parts with one coat of epoxy primer or equal, and two finish coats of exterior enamel yellow paint. d) Apply identifications and markings to trailers in accordance with the latest edition of the applicable DOT regulations. 6) The contractor shall clean the wetted surfaces of bottles, components, manifold, and all other wetted surfaces of the tube bank assembly to Level 1000B (or cleaner) per Table 1 “Fluid Surface Cleanliness Levels” of KSC-C-123J (2009) (SEE SOW ATTACHMENT B). a) If the contractor cleans, tests, and verifies the surface cleanliness levels per KSC-C-123J then a certificate shall be signed stating this along with signed cleanliness level verification reports for the bottles, manifolds, valves, and other components of the tube bank assembly. b) If the contractor chooses to clean and test for cleanliness with other methods then the contractor shall submit these procedures for approval by the government prior to beginning cleaning. c) Regardless of the cleaning method, the final flush and testing fluid solvent shall be one of those shown on Table 3 “Solvents, Maximum Allowable Nonvolatile Residue” of KSC-C-123 that does NOT have note 2 or 3 indicated or another solvent that is tested and certified to satisfy the requirements of NASA-STD-6001B “Flammability, Odor, Offgassing, and Compatibility Requirements and Test Procedures for Materials in Environments that Support Combustion”. d) Following cleaning the components shall be purged dry with Quality Verfication Level (QVL) “Q” nitrogen per CGA G-10.1-2016 “Commodity Specification for Nitrogen”. The purge gas vessel and piping system shall be verified to be clean to Level 300A per KSC-C-123F. The purge gas shall be filtered with a 10 micron filter prior to being introduced into the clean tube trailer components. 7) The contractor shall reassemble the tube trailer while maintaining the cleanliness integrity of the wetted surfaces. 8) Following completion of hydrostatic testing, painting, cleaning, and reassembly, the contractor shall pressurize and leak test trailer, including all cylinders, manifolds and c
