1. This is a combined synopsis/solicitation for commercial products or commercial services
prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers
are being requested and a separate written solicitation will not be issued.
2. Solicitation number FA442726Q1103 is issued as a Request for Quotation (RFQ) for Ground
Transportation Car Wash Design-Build Replacement IAW Statement of Work (SOW).
3. This acquisition is 100% set aside for small business concerns. This solicitation incorporates
provisions and clauses by reference. The full text of provisions and clauses may be accessed

14. Description:
a. Statement of Work (SOW): The full SOW detailing all required items, standards, and
deliverables is included as Attachment #4 to this solicitation.
The government is soliciting for a firm-fixed price design-build replacement of the legacy car
wash system inside the ground transportation bay at Facility 129, Travis AFB, in accordance with
the SOW. To satisfy the Form, Fit and Function of this requirement, the Contractor must utilize
manufacturer-certified technicians to decommission the existing equipment, modify supporting
utility/electrical infrastructure, and install a new, commercial-grade fleet washing system. Prior to
installation, the vendor must submit a detailed PDF floor plan layout confirming the system fits
precisely within the structural constraints of the bay. Following successful installation, the
Contractor must test the system to OEM specification and deliver hands-on training to Ground
Transportation personnel.
