DIVISION 01 – GENERAL REQUIREMENTS
01 10 00 – GENERAL PARAGRAPHS
PART 1 GENERAL
1.01 REQUEST FOR INFORMATION: To find if any Contractor interested who has the
capability of completing the task specified and also serves the New London Connecticut
area. Also, to give prospective Contractors an idea of the Government's expectations.
1.02 SCOPE OF WORK: The Contractor shall provide a proposal including all equipment,
labor, materials, supervision, and transportation necessary to demolish an existing Salt
Shed and replace it with a metal Quonset type structure.
1.03 LOCATION: Project site is behind Johnson Hall at the U.S. Coast Guard Academy, 15
Mohegan Avenue, New London, CT 06320.
1.04 CONTRACT OFFICER'S REPRESENTATIVE: “Contracting Officer’s Representative”
(COR) or Project Manager (PM) is appointed by the Contract Officer (KO) to ensure that
all the technical requirements are met by the Contractor. Only the KO can make contract
changes if he or she approves. The COR or PM cannot make those changes.
1.05 CONTRACTOR REQUIREMENTS:
A. SITE VISIT: Interested Contractors are expected to visit the project site to conduct a
survey of the site conditions to be encountered which may affect the cost of the
project performance involved. Failure to familiarize with the existing conditions shall
not relieve the awarded Contractor from the responsibility of the full completion of
the project. Interested Contractors are encouraged to contact the name and number
listed on the announcement to schedule a site visit. The Contractor shall verify all
dimensions, square footages and advise the COR or PM of any discrepancies found
prior to submitting proposals.
B. SECURITY: Contractor personnel will be required to have a Real ID to enter the
facility.
C. WORKDAY: The workday is between the hours of 0730 and 1600 local time
Monday through Friday excluding all Federal holidays. All work hours will be
scheduled around planned Government operations.
D. TIME FRAME: The Contractor shall proceed with work on the negotiated start date
determined between the Contractor and COR or PM.
1.06 PROJECT MANAGEMENT:
A. SANITARY FACILITIES: Toilet facilities are available for Contractor use near the
job site. The Contractor shall ensure the facilities remain clean after their use.
B. PARKING: See COR or PM for parking arrangements at the Academy during the
project performance. Overnight parking is not authorized.
C. MATERIAL STORAGE: Storage of material shall be as directed by the COR or
Project Manager. The Contractor shall protect all materials stockpiled against damage
and other risks of loss. The Coast Guard (Government) assumes no responsibility for
material or equipment left in the storage area.

D. SMOKING: Smokers are limited to four smoking areas on campus. Awarded
Contractor will be provided with Appendix A for smoking locations.
E. UTILITIES: Water at household pressures and electricity at 120V 15A are only
available at no cost to the Contractor. Any other utilities that the Academy doesn’t
provide shall be the responsibility of the Contractor. Utility connections and
disconnections shall be the responsibility of the Contractor.
F. CONTRACTOR DAMAGE: The Contractor shall make any repairs to any damages
they caused or made to Government property at no cost to the Government during the
duration of the project.
1.07 DRAWINGS: Campus drawing with the project location marked and Technical Exhibit 1
(TE-1) will be provided.

SECTION 01 33 00 – SUBMITTALS PROCEDURES
PART 1 GENERAL
1.01 GENERAL: This Section provides procedures and requirements for Contractor proposals.
A. FORWARDING: The Contractor shall forward all submittals to the COR or Project
Manager by e-mail and/or hard copy.
B. REVIEWING: The COR or Project Manager will review all submittals for
compliance with the best value to the Government.
C. APPROVAL: The Project Manager will reply with approval or disapproval of
proposals as per the KO.
1.02 SPECIFIC SUBMITTALS:
A. LICENSING: Submit a copy of State of any Connecticut Contractor’s licenses.
B. CRANE CERTIFICATIONS: Awarded Contractor shall submit crane certifications to
the U.S. Coast Guard Safety Officer. This may be done through the COR or PM.
C. CMU:
1) SHOP DRAWINGS: Show fabrication, installation, bending and placement
details for unit masonry reinforcing bars.
2) SAMPLES FOR INITIAL SELECTION: Any color samples if available
D. STEEL BUILDING: Provide Manufacturer details of metal building that comes close
to Government building concept in the Technical Exhibit.
1) SHOP DRAWINGS AND PRODUCT DATA: Indicate assembly dimensions,
locations of structural members, connections, attachments, and loads, wall and
roof system dimensions, panel layout, general construction details, anchorages
and method of anchorage, method or installation; framing anchor bolt settings and
placement, sizes, and locations from datum, setting requirements.
