Sources Sought The U.S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of a service maintenance agreement for a TESCAN MIRA4 Scanning Electron Microsocope as described in the attached statement of work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. NAICS code: 811210 – Electronic and Precision Equipment Repair and Maintenance Size standard $34.0 Million All responsible sources may submit capability statements detailing the ability of their service to meet the statement of work included with this announcement. Statement of Work I. GENERAL INFORMATION A. Introduction The USGS Alaska Volcano Observatory (Anchorage, AK) has an TESCAN MIRA4 Scanning Electron Microsocope. This microscope is used to support response and background research on Alaska volcanoes, as well as data collection for the Alaska Science Center minerals group and requires maintenance periodically and annually. B. Background The TESCAN MIRA4 instrument has a field emission gun source an other complex components. These require yearly maintenance and are not serviceable by USGS staff, but require vendor field engineers for maintenance requirements. C. Scope We require a 12-month service contract for maintenance of the Tescan MIRA4 instrument at the Alaska Volcano Observatory. II. WORK REQUIREMENTS A. Technical Requirements. The service contract will cover routine maintenance (including software upgrades), as well as provide access to field engineers/support in the event of unforeseen instrument malfunctions. The maintenance agreement covers the TESCAN MIRA4 SEM. The following shall be provided: a. Priority telephone support with a guaranteed minimum call back or email response within 24 hours. b. Phone-based technical support with TESCAN factory-certified engineer on an as-needed basis. c. Priority scheduling for all site visits. d. Certified TESCAN factory-trained engineers shall diagnose problems and provide and install replacement of failed replaceable components on an exchange basis from local inventory. The SEM shall be restored to factory specifications. e. TESCAN shall provide certified software updates, defined as modifications that provide bug fixes and/or safety related improvements at no charge, for the installed SEM. f. If the specific parts require repair or testing that can only be performed under original manufacturing conditions, these parts shall be returned to a TESCAN facility. g. One Preventative Maintenance (PM) and calibration to factory specification shall be performed each year of this agreement. PM and calibration may be performed earlier in conjunction with a maintenance call. PM covers install software modifications, verify system performance, and reduce unplanned interruptions to instrument availability. h. Vendor will provide one (1) of the following FEG Emitters as applicable to the system, (AXC-01-00 Denka Service Kit or TEA-04-00 FEGv3 emitter exchange kit) on an as-needed basis. Maximum of one (1) replacement per two (2) year period. i. Unscheduled maintenance visits to fix issues requiring immediate repair shall be included at no additional cost. There shall be no limit to the number of unforeseen maintenance visits. j. On-site visits, labor, genuine spare parts (specified in the contract) and travel related expenses shall be provided at the expense of the vendor for the specified equipment during the performance period. B. Deliverables. 1. One Preventive Maintenance service visits by factory-trained service engineers 2. Unlimited as-needed/emergency visits by factory-trained service engineers 3. Priority scheduling for all site visits 4. Guaranteed communication (phone call/email) within 24 hours 5. Certified software upgrades, as needed III. SUPPORTING INFORMATION A.
