1. Brand Name or Equal
o Is this procurement intended for a specific manufacturer and model, or will
equivalent products meeting all stated technical specifications be
considered?
There is no specific manufacturer, model, or specific product consideration
required, as long as the alternative product meets or exceeds all the stated
technical and performance specifications.
2. Frequency Programming
o Will the Government provide the required operating frequencies, channel
assignments, encryption keys, and any necessary programming information
after award?
Yes, the Government can provide all of those requested after award.
3. Installation and Training
o For CLIN 0006 (Onsite post-installation advice and training), is the contractor
expected only to install, configure, and provide operator training, or are
additional acceptance testing or commissioning activities required?
Requirement is delivery, and user training only. User training could be in the
form of literature or video provided for our users to configure and use
equipment. It will be for 2-4 people.
Installation into aircraft or vehicle is not required.
4. Programming and Configuration
o Should the quoted equipment be delivered fully programmed and
operational, or is factory-default equipment acceptable with programming
performed by Government personnel?
Factory default equipment is acceptable. As long as it is programmable; the
government personnel can program them as they see fit.

5. Warranty Requirements
o Is there a minimum manufacturer warranty period required beyond the
standard commercial warranty?
Nothing beyond the standard commercial warranty provided.
6. Authorized Reseller
o Is the contractor required to be an authorized reseller or partner of the
equipment manufacturer, or may quotations be submitted through
authorized distributors?
As long as the contractor is a small business with the appropriate NAICS code,
they would be considered a non-manufacturer. Under these guidelines, they
would have to comply with the non-manufacturer rule and supply the items
from another small business.
7. Evaluation
o Will award be made on a Lowest Price Technically Acceptable (LPTA) basis,
or will a best-value tradeoff methodology be used?
For evaluation criteria, please see clause 52.212-2 on the attached Standard
Form (SF) 1449…which states: “Award will be based on an all or none basis
using lowest price technically acceptable (LPTA) evaluation criteria. For
quotes to be technically acceptable, it must meet all the specifications
outlined in the description. An LPTA quote is one that meets all the technical
aspects outlined in this solicitation and SPECs while being the lowest price
quote.”
