Description

STATEMENT OF WORK Hangar – FIRE ALARM REPLACEMENT Attachment 1 As of 12 Apr 2026 1. SCOPE: The proposed work on this project consists of repairing by replacement or refurbishment of the fire alarm and mass notification system of hangar 407 & 421 for the West Virginia Air National Guard at McLaughlin ANGB, Charleston WV. 2. LOCATION: McLaughlin Air National Guard Base, West Virginia Air National Guard, 1679 Coonskin Drive, Charleston, West Virginia, 25311-5000. 3. WORK TO BE ACCOMPLISHED: The work to be performed by includes the following principal features: 1) Contractor shall be responsible for the design and construction of the fire alarm and mass notification system. This work must be performed in accordance with NFPA 72, and Unified Facility Criteria (UFC) 3-600-01 and UFC 3-601-02. All design documents shall be submitted for government review and approval prior to installation. Installation shall be performed by NICET Level II or higher technicians certified in Fire Alarm Systems. 2) Contractor shall remove all conventional all fire alarm (FA) system materials to include: pull stations, detectors, horns, strobes and all associated wiring. Existing conduit is assumed to be sufficient for re-use and shall remain and will be re-used. Contractor shall notify base civil engineer if any conduit is found to be damaged or does not meet code. 3) Contractor shall replace the existing FA system with a new fully functional addressable fire alarm system in building 421. The existing Siemens FA panel in room 137 Building 407 is an addressable panel and shall be reused. 4) Contractor shall remove all existing Mass Notification System (MNS) components to include safe path voice system and associated local operating controls. New Mass Notification System to be an add-on MNS panel to the existing Siemans FA control panel. New MNS system shall meet the requirements of UFC 4-021-01 Mass Notification Systems. 5) Contractor shall ensure the fire alarm control panel in room 178, Building 421 fully communicates with fire alarm control panel in room 137, Building 407/ 6) Contractor shall perform 100% system testing in accordance with NFPA 72 acceptance testing and provide record of satisfactory testing of fire alarm system to the 130th Base Civil Engineer, and provide the completed NFPA 72 Record of Completion Forms. Final acceptance is contingent upon successful demonstration of system functionality, including alarm initiation, notification, voice communication (MNS), and integration with Building 407 systems in the presence of Government. -- 1 of 10 -- STATEMENT OF WORK Hangar – FIRE ALARM REPLACEMENT Attachment 1 As of 12 Apr 2026 7) The following pictures are for reference and will be available during site visit. Special Notes - 1) Daily removal of debris shall be accomplished at the end of each work day. No materials may be left on the work site that may be wind-blown or picked up by passing aircraft. 2) If welding, cutting and burning operations are anticipated in this project. The Contractor shall contact the Base Fire Department at 341-6220 to receive the Burning and Welding Permit prior to starting any operations that produce a spark or flame such as burning, welding, grinding, cutting or drilling. B. Waste Disposal and Cleanup -- 5 of 10 -- STATEMENT OF WORK Hangar – FIRE ALARM REPLACEMENT Attachment 1 As of 12 Apr 2026 1) The Contractor shall dispose of all debris or materials at an off-base location in compliance with all State and Federal and local regulatory guidelines. The Contractor shall submit dump receipts or tickets to the Base Civil Engineer at the end of the project. 2) The Contractor is encouraged to recycle all recyclable materials recovered during the demolition process. The Contractor shall provide the BCE with a list of recycled materials. Include the approximate weight and cubic feet of each material recycled. 3) Prior to final acceptance the Contractor shall perform a final cleanup where all debris and waste materials from demolition and construction activities including packaging and/or surplus materials shall be cleaned-up and removed from the Base. TIME FOR COMPLETION: a. The Contractor shall submit the job plan for approval by the 130th Civil Engineer Squadron and 130th Fire Department within five (5) days of the notice of award of the contract. b. The Contractor will be allowed to mobilize and store equipment on the project site during job plan review process. c. The entire work shall be accomplished within 90 days after date of issuance of the Notice to Proceed. 2) TOUR OF THE JOB SITE: Site visit will be announced in the solicitation on SAM.gov 3) PERFORMANCE: a. Submission of a bid by a Contractor shall be accepted as prima-facie evidence that he has examined the specifications and has satisfied himself as to the nature and location of the work and all other matters which can in any way effect the work or cost thereof under this contract. Any failure of the Contractor to acquaint himself with all available information, including a physical survey of the site of the proposed work, will not relieve him from successfully performing all the work required for a complete finished job. b.
