PETERSBURG 600 8th Ave SE, St. Petersburg, FL 33701 and 1301 Beach Dr SE, St. Petersburg, FL 33701 09 June 2025 STATEMENT OF OBJECTIVES INTRODUCTION. 1.1 BACKGROUND. US Coast Guard Sector St. Petersburg is designated as a Hazardous Waste Small Quantity Generator and serves as the hazardous materials collection and containment site for the Sector, two sub-units, and six Coast Guard cutters. 1.2 OBJECTIVE. The objective of this agreement is to obtain services for regularly scheduled collection and disposal of Resource Conservation Recovery Act (RCRA) hazardous waste, non-RCRA non-hazardous waste, universal waste, the replenishment of 55-gal drum storage containers, and supply of oil spill absorbents, pads, and labels at 600 8th Ave SE, St. Petersburg, FL 33701, hereafter named North Moorings, and 1301 Beach Dr SE, St. Petersburg, FL 33701, hereafter named South Moorings. 1.3 SCOPE. The Contractor shall coordinate with Sector St. Petersburg Environmental Protection Specialist (EPS), Mr. Keith McDonald, Keith.R.McDonald@uscg.mil to schedule collections as may be necessary. Collections will be on a bi-weekly basis or monthly basis depending on Coast Guard operations and amount of hazardous waste generation. 2.0 REQUIREMENTS. 2.1 General Requirements. The Contractor shall provide all labor, equipment, tools, materials, and personnel protective equipment as may be required to complete all work located at North Moorings and South Moorings. 2.2 Specifications. The Contractor shall provide technicians who are properly and adequately trained in their trade and qualified to operate in the state of Florida. 3.2 CONTINUITY OF SUPPORT. The Contractor shall ensure that the contractual required level of support for this requirement is maintained. The Contractor shall ensure that contract support personnel are present until completion of all tasks. If for any reason the Contractor staffing levels are not maintained due to vacation, appointments, etc., the Contractor shall provide a fully qualified replacement. If replacement personnel cannot be provided, the Contractor shall provide e-mail notification to the Contracting Officer’s Representative (COR) and Sector St. Petersburg EPS, Mr. Keith McDonald, Keith.R.McDonald@uscg.mil a minimum of 5 working days prior to service unavailability. Should unexpected service unavailability occur, Contractor shall notify the COR and the EPS promptly. 3.3 KEY PERSONNEL. The following Contractor personnel are designated as Key for this requirement: Project Manager Before replacing any individual designated as Key by the US Coast Guard, the Contractor shall notify the Contracting Officer (KO) no less than 15 business days in advance, submit written justification for replacement via email, and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced, unless otherwise approved by the Contracting Officer. The Contractor shall not replace Key Contractor personnel without approval from the Contracting Officer. Note: The US Coast Guard may designate additional Contractor personnel as Key at the time of award. 3.4 PROJECT MANAGER. The Contractor shall provide a Project Manager (PM) who shall be responsible for all Contractor work performed under this agreement. The Project Manager shall be a single point of contact for the KO, COR and EPS. The PM should be one of the senior level employees provided by the Contractor for this work effort. The name of the PM, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager shall be provided to the US Coast Guard as part of the Contractor’s proposal. The Project Manager is further designated as Key by the US Coast Guard.
