STATEMENT OF WORK FMO CRTC HEAVY DUTY WHEEL LOADERS 1. GENERAL REQUIREMENT The Minnesota Army National Guard, Facility Management Office (FMO) at the Camp Ripley Training Center (CRTC), requires three (3) Heavy Duty Wheel Loaders. This requirement is structured as a “Brand Name or Equal” acquisition. The baseline reference model is the Caterpillar 950 Series. If an "equal" product is offered, it must meet or exceed the salient characteristics detailed below. 2. SALIENT CHARACTERISTICS (MINIMUM QUALIFICATIONS/STANDARDS) 2.1 Powertrain & Performance Engine: Diesel engine, 6-cylinder, producing between 195 - 230 Horsepower. Displacement: Approximately 415 - 430 cubic inches (6.8L - 7.1L). Emissions: Must meet current EPA Tier 4 Final commercial emissions standards. Electrical: 24V starting and charging system. Includes an engine block heater. Transmission: Minimum 5-speed forward transmission with reverse speeds. Drivetrain: Fully automatic front and rear locking differentials (or equivalent limited-slip system ensuring maximum traction). Must be axle cooler ready. Cooling System: Must include a hydraulic oil cooler and a reversing fan to clear debris. Brakes: Braking system must meet current ISO 3450 standards. 2.2 Dimensions & Capacities Max Material Density Handling: Approximately 2,800 - 3,000 lbs/yd³ (1,660 - 1,780 kg/m³). Max Overall Height: Not to exceed 160 inches. Hinge Pin Height (at max lift): Between 155 - 160 inches. Dump Clearance Height: Between 110 - 120 inches. Wheelbase: Approximately 125 - 130 inches. Overall Length (with bucket on ground): Between 300 - 350 inches. Overall Width (without bucket): Between 100 - 110 inches. Minimum Ground Clearance: 15 inches. 2.3 Cab, Controls, & Exterior Features Cab Standards: Fully enclosed cab meeting ROPS (Roll-Over Protective Structures) and FOPS (Falling Object Protective Structures) Level II standards. Comfort & Ergonomics: Cab must include climate control, comfort steering/joystick steering, inching pedal/clutch braking capability, AM/FM/Bluetooth radio, and be CB radio ready. Visibility & Safety: Must include a backup camera, LED working lights, LED safety strobes, and full-coverage front and rear fenders with left and right access steps. Fire extinguisher mounted in or on the cab. Controls: Joystick control for primary loader and auxiliary functions. Must include standard commercial features for Ride Control, Return-to-Travel, Height Control, and Return-to-Dig functionality. Tires: 23.5 x 25 L3 Bias Tires mounted on 3-piece rims. 2.4 Attachments & Tooling Coupler System: Must feature a hydraulic quick-coupler system. Note to Quoters: FMO currently utilizes attachments compatible with a Caterpillar "Fusion" style bar-linkage coupler. Offered equivalent machines must either feature a compatible coupler or the quoter must provide adapter plates to ensure existing CRTC attachments can be utilized safely. Bucket: General Purpose or Material Handling bucket, 3.5 - 4.0 cubic yard capacity. Must feature a bolt-on cutting edge, adapters, and segments. Must be compatible with the machine's quick-coupler system (ACS Style / Pro Series 2000 Male Master equivalent) or if the machine has the Fusion style coupler the bucket needs to match the machine. 3. COMMERCIAL WARRANTY & MAINTENANCE 3.1 Warranty: The Contractor shall provide the manufacturer’s standard commercial warranty for heavy machinery in this class. At a minimum, the warranty shall be a full machine, factory-limited warranty covering parts and labor. Offerors shall clearly state the duration (e.g., months/hours) of their standard commercial warranty in their quote. 3.2 Planned Maintenance Plan: The quote must include a commercial planned/preventative maintenance package (typically covering the first 2,000 to 3,000 hours of operation, as defined by the manufacturer’s standard commercial offerings). This plan must cover: Scheduled engine services. All required fluids and filters. General scheduled maintenance tasks. 3.3 Telematics & Diagnostics The equipment must include the manufacturer’s standard commercial telematics and diagnostic software suite (active for a minimum of 3 years) providing remote accessibility to: GPS Location. Engine Statistics and Health. Diagnostic/Fault Codes. General operational data (fuel usage, hours, mileage). 4. DELIVERABLES Three (3) Wheel Loaders meeting the specifications above. All applicable Operator, Maintenance, and Parts Manuals (hard copy or digital/CD). Delivery FOB Destination to Camp Ripley Training Center (CRTC), MN. Basic operator familiarization training upon delivery.
