This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Point of Contact for this notice is Kylie Cox, 227-224-3139, kylie.l.cox2.civ@us.navy.mil -- 1 of 37 -- Solicitation/Contract Form Continuation High Energy Impact Tester N0016726Q0010 Page 2 of 37 -- 2 of 37 -- Continuation of Supplies or Services and Prices/Costs Additional Information/Notes PERFORMANCE WORK STATEMENT (PWS) Title: High Energy Impact Tester 1 INTRODUCTION The Naval Surface Warfare Center, Carderock Division (NSWCCD) Code 612 requires a fixed price contract for purchase of a high energy capacity pendulum impact tester with associated machine accessories and services including installation, training, and machine calibration. The contractor shall provide the materials and services per the specifications in this performance work statement. 2 BACKGROUND The NSWCCD Code 612 performs research and development along with operational support in the areas of metallic material qualification, production, and sustainment of Navy platforms. This task includes in-service engineering and R&D support to the Navy shafting and structural material community and various Navy acquisition program offices including PMS397, PMS450, and PMS351. Funding is provided by the PMS397 program office to increase the impact testing capacity of the C/612 mechanical metallurgy lab in support of high strength structural material research and development, and engineering services. The current impact tester installed and operated at NSWCCD is of a lower energy capacity, leading to limitations in support that can be provided. Acquisition of a higher capacity frame will allow for tougher, higher-performing materials to be tested, providing support to both in-service deficiencies and integration of new material in-service. 3 OBJECTIVE The objective of this contract is to procure and install a high-capacity motorized pendulum impact tester designed and configured to test the Charpy V- notch energy of metallic materials. Detailed equipment specifications are defined below. 4 Minimum specifications The contractor shall provide a fully functional high-capacity motorized-return pendulum impact tester designed to perform Charpy V-notch impact testing that fully complies with the requirements of ASTM E23. The tester must be capable of operating through computer/software control and push- button controls on the machine. 4.1 High Energy Impact Tester Requirements - The impact tester shall be configured to test the Charpy V-notch energy of high toughness steels in accordance with the requirements of ASTM E23. o 8 mm Charpy Impact Striker. o Anvil/inserts mountings. o Supports for testing 55 mm x 10 mm x 10 mm Charpy V-notch specimens. - The impact tester shall have a pneumatic pendulum release that can be controlled from both the computer and directly at the machine. - The impact tester shall have a digital readout and display fitted to the machine. - The impact tester shall have a pendulum with motorized return that can automatically return the test head to testing position within 10 seconds. - The impact tester shall have a high capacity suitable for testing the impact toughness of high toughness materials. Note the values below represent the total capacity of the frame and do not incorporate the 80% capacity limitation. o Minimum energy capacity: 400 ft-lb o Maximum energy capacity: 550 ft-lb - Power requirements N0016726Q0010 Page 3 of 37 -- 3 of 37 -- o Preferred: 120V, 50/60 Hz, single phase o Maximum: 240V, 50/60 Hz, single phase - Control Requirements: o The tester shall be controllable via external [Navy] computer and vendor software package. o The tester shall be controllable via push button on the machine. - The tester must have a safety lock that holds the pendulum in place when in its raised position
