Statement of Work & Technical Provisions
Performance Work Statement
1.1.0 General Statement of Work: The purpose of this contract is to provide for the operation, maintenance
and repair of Government-owned facilities and equipment at Ouachita, Greeson, and DeGray Lakes. This
work shall include planning, programming, administration, management, supervision, maintenance of
accurate and complete records and files, quality control inspection, facilities, and personnel necessary to
operate and maintain Government-owned facilities and equipment. The Contractor shall personally supervise
the work or always have a competent Superintendent on the site. The superintendent shall possess full
authority to act on behalf of the Contractor and to legally bind the Contractor. The work will be performed in
recreation and operational areas, as well as various remote locations, in and around the Ouachita, Greeson,
and DeGray Lake projects. Work under this contract will be performed as orders are placed. Ouachita,
Greeson, and DeGray Lakes are located in Southwest Arkansas. The projects are split over 5 counties
including Garland, Montgomery, Pike, Clark, and Hot Spring County, AR. Cities around the projects include
Hot Springs, Murfreesboro, Caddo Valley, and Arkadelphia, AR.
1.1.1 Government-Furnished Equipment, Materials, and Supplies: The Government shall not be
responsible for providing any equipment, materials, or supplies associated with the performance of any work
to be done by the Contractor.
1.1.2 Contractor-Furnished Equipment, Materials, and Supplies: The Contractor shall provide all labor,
materials, supplies, and other items necessary for the operation, maintenance, repair, and replacement
requirements as specified in each technical provision, or as negotiated via task orders.
1.1.3 Industry Standards/Quality of Product: It is the intent of this requirement to ensure that all work is
performed in accordance with appropriate industry standards to obtain quality products. Replacement parts
and facilities will be equal or better than those being replaced. Replacement of parts with lower quality parts
will result in the work being determined as non-compliant with this contract and shall be re-done at the
Contractors expense. Work which does not meet industry standards or is otherwise not in accordance with
contract requirements will be re-done at the Contractor’s expense.
1.1.4 Term: This contract will have a base ordering period with four options and a 6-month ordering period.
1.1.5 Other Contracts: Other contractors may be on site performing other work for USACE. The Contractor
shall cooperate with such other Contractors, its employees and/or Government employees. The Contractor
shall not commit or permit any act of interference in the performance of work of other Contractors or
Government forces. If there appears to be a conflict, the contractor shall notify the COR and Contracting
Officer to deconflict.
1.1.6 Pre-work Conference: The Contractor shall attend a pre-work conference as soon after task order
award as practical, depending on when actual performance is to begin. The intent is to conduct the conference
prior to work and start no later than 15 days after award of a task order. During this conference, USACE shall

establish the line of authority and Government procedures for contractual, administrative, and work matters.
The schedule of required submittals and reports will also be discussed.
1.1.7 Coordination Meeting: The coordination meeting will be separate from the Pre-work Conference as
required in the previous paragraph. Before work commences, the Contractor and its staff shall meet with the
COR. Discussion will be held to develop a mutual understanding of quality control requirements, details of
the reporting requirements, implementation of the accident prevention plan, the interrelationship of the
Government’s inspection system to the Contractor Quality Control (CQC) plan, and all other aspects of the
contract. A record of the proceedings will be furnished to all attendees.
1.1.8 Criteria and Publications: The Contractor shall perform all work in accordance with applicable
publications to include, but not limited to, Figure 1 below:
