Description

Statement of Objectives (SOO) • Contractor is required to clear trees that have fallen into or across the Indian River between Fish Lake Canoe/Boat launch and 8 Mile Bridge at FR2218 at the 8-mile canoe landing. This recreational segment of the Indian River accounts for approximately 30.2 miles (see map below). • Clearing and cutting of channel obstructions for canoe/kayak passage along the designated water trail should be managed to achieve a management level consistent with novice to intermediate paddling skills. • The contractor should clear to a width of approximately 40 inches (roughly the width of a canoe) and to a height of approximately 40 inches, each cut should be flush cut for safety concerns. • Large woody material of which its entirety is more than 12” below low water level shall not be removed or disturbed. • No live trees are to be cut without FS approval. • Large woody material should not be cleared or cut in areas outside the designated canoe trail. • In instances where it is not possible to cut out the tree/trees due to safety hazards, do not cut out a portage. During these instances, attempt to pull the canoe/gear around the obstructions. • The contractor is required, in these circumstances, to take photos and obtain a GPS coordinate of the location that should be shared with the designated Contract Officer Representative (COR). • All chainsaws refueling operations must occur at least 100 feet from the water’s edge to reduce the risk of fuel or bar oil spilling into the water. The contractor should use bio-based bar oil for the duration of this contract performance period. • Work should stop immediately if fuels leak, or spills occur in the water. Report any spills or leaks to the COR • The use of explosive devices (i.e., dynamite) are not permitted to be utilized during the duration of the contract performance period to clear out debris. • The USFS will obtain the appropriate Environment Great Lakes and Energy (EGLE) permit. The contractor shall carry a copy on them at all times during operations. -- 1 of 1 --
