Description

STATEMENT OF WORK (SOW) INERT WARHEAD FOR THE REDUCED RANGE PRACTICE ROCKET: M28A2 SCOPE This Statement of Work (SOW) defines the work to be performed by the contractor, as authorized by and subject to the terms and conditions of the contract, to manufacture the inert warhead for the Reduced Range Practice Rocket (RRPR) M28A2. Background. The United States (US) Army Field Artillery community has identified a training need for the Multiple Launch Rocket System (MLRS) practice rockets. The RRPR M28A2 is a cost-effective solution to meet that need. An inert warhead is mated to the same rocket motor assembly used on the M26 Tactical Rocket to provide MLRS batteries an opportunity to train with a rocket pod that has the same properties as the tactical pod and to experience the same effects of firing a tactical rocket, but at reduced ranges. APPLICABLE DOCUMENTS The applicable top-level documents are contained in the Document Summary List (DSL), Attachment 0002 of the contract, by number, title, date, contract reference and category. The document versions specified on the DSL take precedence over the generic references (those without the revision letters) cited in the SOW. REQUIREMENTS The contractor shall provide the materials, labor, and management to manufacture inert warheads for the M28A2 in accordance with (IAW) Warhead Assembly RRPR Parts List (PL) 13540611 Rev D, Attachment 0003, Drawing 13540612A, Attachment 0004, Drawing 13540613A, Attachment 0005, Drawing 13540311 Rev C, Attachment 0006, and Drawing 13540614B, Attachment 0007. CONFIGURATION AND DATA MANAGEMENT The contractor shall prepare and deliver Engineering Change Proposals IAW DI-SESS-80639 (A001) with Notices of Revision prepared and delivered IAW DI-SESS-80642(A002). When a variance from the design established by the Warhead Assembly RRPR Technical Data package (TDP) is required, the contractor shall prepare and deliver a Request for Variance (RFV) against the TDP IAW DI-SESS-80640 (A003). Data Management (DM) - The contractor shall implement a DM program to control and track the delivery of data items required by the Contract Data Requirements List (CDRL), DD Form 1423. Data Submission - The contractor shall submit all data items electronically according to the instructions stated on the CDRL, DD Form 1423. Content of these electronic data items shall be IAW the Data Item Description (DID), as tailored by the DSL. Data Accession List (DAL) - The contractor shall prepare and deliver a DAL IAW DI-MGMT-81453(A004). The contractor’s Configuration Management office shall provide individual documents listed on the DAL at the Government’s request. Upon notification from the Procuring Contracting Officer, the contractor shall furnish a copy of any requested documentation contained in the DAL IAW DI-MISC-80508(A005). Distribution Statements and Export Control Warning - The contractor shall mark data items according to Government requirements, IAW DODI 5230.24. The contractor shall use the distribution statements identified in the CDRL, DD Form 1423. QUALITY SYSTEM The contractor shall establish a Quality System that meets the standards established by International Organization for Standardization (ISO) certification ISO 9001 or AS9100 and prepare and deliver a Quality Program Plan IAW DI-QCIC-81722(A006). The contractor shall provide controls of material, process, and product characteristics used to validate conformance to item requirements. 5.1 First Article The contractor shall conduct a First Article Inspection (FAI) IAW AS9102 to verify the manufacturing and inspection processes are adequate to produce products that are compliant with the drawing requirements. For new designs or redesigns, changes in vendors or production processes, or a break in production of greater than 12 months, the contractor shall perform a FAI. The contractor shall notify the Government 35 days prior to the FAI to allow coordination of travel, if travel is required in performance of this SOW. The contractor shall submit a first article inspection report using AS9102 as a guide. The contractor shall prepare and deliver the first article inspection report IAW DI-MISC-80508 (A007). 5.2 WELDING CERTIFICATION The contractor shall demonstrate ability to meet American Welding Society (AWS) D17.1/D17.1M:2017 Class C Fusion Welding, to include personnel certification and training status. PRODUCTION The contractor shall utilize existing manufacturing processes or establish a production line or processes for the fabrication of the inert warhead. The contractor shall conduct a Production Line Validation (PLV) at the contractor's facility to verify and demonstrate manufacturing processes, tooling, work instructions, test procedures, and inspection processes to produce hardware that shall be compliant with the drawing requirements. The contractor shall correct any manufacturing issues identified during the PLV in order to reduce manufacturing risks during production. The contractor shall notify the Strategic and Operational Rockets and Missiles (STORM) Project Office 21 business days prior to the PLV to allow for coordination of travel for onsite Government participation and to witness the fabrication of the first article unit. Upon successful completion of the PLV, the Government will provide the contractor with a validated PLV certificate. The contractor shall notify the Government of any proposed changes or modifications to components, processes or the production line for evaluation, approval and to determine the need for a delta PLV. A break or lapse in production of more than 1 year or relocation of a validated production line shall require a PLV. Planning and commencement of the PLV shall be conducted prior to receipt and acceptance of hardware. Manufacturing Plan.
