Combined Synopsis/Solicitation Blanket Purchase Agreement (BPA) Infrastructure Services Hill AFB, UT (1) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Government intends to award a multiple award Blanket Purchase Agreement (BPA) in accordance with RFO 12.201- 1(e)(3) to up to 3 lowest priced technically acceptable vendors. Interested parties may identify their interest capability by contacting the buyer/contracting officer identified in this solicitation. (2) Solicitation Number: FA8201-26-R-0008. This solicitation is issued as a request for proposal (RFP). (3) This is a 100% small business set-aside: (4) Description of item(s) to be acquired: The government contemplates an acquisition for a three-year multiple award BPA for infrastructure support services to allow for the acquisition of services in support of 75 ABW/SC. The Contractor shall provide the customers at Hill AFB, Little Mountain, and Utah Test & Training Range (UTTR) with communications infrastructure support including, but not limited to, labor, material, subject matter expertise, management, and transportation as required to perform tasks in accordance with the PWS. (5) Dates and Place of Service: 3 Year Ordering Period (15 July 2026 – 14 July 2029) Performance of service will be at Hill AFB, UTTR and Little Mountain on a call-by-call basis (6) The provision at RFO 52.212-1, Instructions to Offerers -- Commercial, applies to this acquisition. (a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include— (1) The solicitation number; (2) The name, address, telephone number of the Offeror; (3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; (4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation. This includes: (i) Pricing proposal: Completed copy of the attached pricing list (ii) Technical proposal: The technical description shall be specific and complete. Legibility, clarity, and coherence are important. Please provide as specifically as possible, the actual methodology/capabilities you would use for satisfying all requirements found in the PWS. By your quote submission you are representing that your firm will perform all the requirements specified in the solicitation and IAW PWS. This should include: • Product literature • Capabilities statement • Previous examples of work that show case capabilities, flexibility and responsiveness. (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and -- 2 of 4 -- (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments. (7) The provision RFO 52.212-2 Evaluation—Commercial Products and Commercial Services. (a) Evaluation factors. The Government will award a contract resulting from this solicitation to three responsible Offerors whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (i) Price will be evaluated for price reasonableness based on the attached pricing sheet. Rates provided on the pricing sheet will be fully burdened and NTE rates should an offeror be awarded a BPA. All prices must be in compliance with the Service Contract Labor Standard and prevailing wage rates. All Wage rates must be in compliance based on the area in which work is being performed. BPA will be reviewed annually and if necessary, prices will be updated to match changes in market conditions. (ii) Technically Acceptable will be evaluated based on: a. The proposed methodologies/capabilities IAW PWS. b. Demonstration of the ability to respond to short-notice requirements or taskings and that the vendor is postured to quickly receive requirements, conduct planning, begin work, and deliver products. Quickest request for delivery of product/services requested. c. Demonstration of the ability to support the PWS requirements at various geographic locations. (iii) When evaluating quotes for this BPA, evaluation will be on Lowest Price Technically Acceptable (LPTA) basis. Only the three lowest priced quotes will be evaluated for technical acceptability. The next lowest offer will only be evaluated if the aforementioned three offers are not found technically acceptable (and so on). (8) Future BPA calls will be competed to BPA awardees. a. When evaluating quotes for BPA calls, evaluation will be on Lowest Price Technically Acceptable (LPTA) basis. b. All offers will be evaluated on their proposed Total Price. The call award will be awarded to the company with lowest price, which also fully meets all specifications stated in the call. -- 3 of 4 -- c. Each call will limited to the Simplified Acquisition Threshold (SAT). d. Only the lowest priced quote will be evaluated for technical acceptability (to be in accordance with the PWS). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made for the call award.
