2. All respondents, small and large, are to complete the rough order magnitude (ROM) estimate found
on the last page of this document. All respondents should review the technical specification prior to
preparing ROM. ROM proposed prices must be "all inclusive", which means the price includes all direct
costs (labor, material, equipment) and indirect costs (overhead, profit, fees, tax, G&A, etc.) that the
respondent would charge the Government to perform all ISWM services stated in the draft PWS.
3. Using NAICS 562111-Solid Waste Collection size standard of $47.0 million, select the appropriate size
status that corresponds with your firm:

3A. If you are responding as a Small Business, your Capability Statement must explicitly address your
capacity to comply with FAR 52.219-14, Limitations on Subcontracting.
Compliance Narrative: Detail how your firm intends to ensure that it will not pay more than 50 percent of
the amount paid by the Government for contract performance to subcontractors that are not similarly
situated entities.
Prospective Teaming/Subcontracting List: Please identify any prospective subcontractors or teaming
partners you anticipate utilizing. For each, indicate their estimated percentage of work and their
socioeconomic size status. (Note: Identification of "similarly situated entities" is highly encouraged to assist

the Government in determining the viability of a set-aside).
3B. If you are responding as a Large Business, your Capability Statement must explicitly address your
ability to comply with small business subcontracting goals.
If the Government determines that a small business set-aside is not viable, this requirement may be
solicited under full and open competition. If the resulting award value exceeds $900,000.000 compliance
with FAR 52.219-9, Small Business Subcontracting Plan, will be required.
Compliance Narrative: Describe your firm’s historical capability and proposed approach to maximizing
subcontracting opportunities for Small Businesses, SDBs, WOSBs, HUBZones, and SDVOSBs for this specific
requirement.
Prospective Teaming/Subcontracting List: Please identify potential small business subcontractors,
socioeconomic categories, or academic institutions you intend to target for participation to meet the
statutory goals of a subcontracting plan.
4. The Government requests all respondents review the draft Performance Work Statement (PWS) and
ensure that their Capability Statement adequately addresses relevant past performance. The
appropriate format for supplying proof of past performance is as follows:
• Experience in providing professional ISWM services.
o Provide at least three ISWM contracts your company completed in the past five years
o Past performance should include service location, annual cost, total contract value,
contract type, specific ISWM tasks performed, and your role in the contract
(prime/subcontractor)
• List the specific types of relevant ISWM tasks and services currently offered by your firm
• State the total number of years your company has provided ISWM services
• The average percentage of total work your company subcontracts for ISWM services
• Specify which ISWM tasks expressed in the PWS your company would elect to subcontract
5. Submission Requirements:
• Responses to the questions provided herein must be submitted in the preferred electronic format,
.pdf, .docx, or .xlsx and may be attached to an email addressed to: lea.m.cook.civ@us.navy.mil.
Responses are limited to 10 pages in length or 10 MB in size.
• Responses should only include the information requested in the attached questionnaire. Do not
submit brochures or other corporate marketing information.
• The due date for responses is set for July 20th, 2026, at 8:00am CDT.

requirements related to the collection and disposal of solid waste.
The following services are not included in this procurement:
