1.0 ABSTRACT 1.1 This Contractor shall provide OEM authorized services to inspect and operationally test the port and starboard anchor windlasses, including inspection and certification of brake band integrity to verify suitability for continued operation until the next scheduled yard period. 2.0 REFERENCES 2.1 Tech Manual TG813-BV-MMC-010, Electrically Driven Deck Machinery Models 2.2 NAVSEA Dwg. 581-7489016, Anchor Handling Arrangement and Details 2.3 NAVSEA Dwg. 582-7488906, Mooring Arrangement and Details 2.4 COMSCINST 4490.1B, Ship Critical Safety Items ENCLOSURES 2.5 Work Completion Report (WCR) – Anchor Windlass Repairs 3.0 ITEM LOCATION / DESCRIPTION 3.1 Locations 3.1.1 Forward Mooring Deck – 01 Level, Frame 10 3.2 Equipment 3.2.1 Anchor Windlasses W1 (STBD) and W2 (PORT) 3.2.2 Associated braking systems, clutches, control panels, sensors, piping, and structural supports 4.0 GOVERNMENT FURNISHED EQUIPMENT / MATERIAL / SERVICES 4.1 None. 5.0 CONTRACTOR FURNISHED MATERIAL 5.1 Contractor shall furnish all labor, OEM services, testing equipment, lubricants, and incidental materials required to complete this work. 5.2 The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless -- 1 of 5 -- of tier must comply with the requirements of all applicable GTRs. 5.3 The contractor and all subcontractors regardless of tier are advised to review the other work items under this contract to determine their effect on the work required under this work item. 6.0 QUALITY ASSURANCE REQUIREMENTS 6.1 All work shall be performed by OEM authorized MacGregor technicians. 6.2 Brake bands shall be inspected using OEM measurement criteria and operational testing procedures. 6.3 OEM shall measure and document brake lining wear, brake clearances, holding capability, and operational performance. 6.4 OEM shall provide written certification within the final service report stating brake bands are satisfactory for continued service until the next scheduled yard period. 6.5 Operational testing shall be witnessed by Ship’s Force and MSC representative. 7.0 STATEMENT OF WORK REQUIRED 7.1 W1 (STBD Windlass) 7.1.1 Inspect anchor windlass brake bands. 7.1.2 Measure and document brake lining thickness, wear, and holding capability. 7.1.3 Verify brake clearances and air gaps are within OEM tolerances. 7.1.4 Verify satisfactory operation of emergency planetary gear pin. 7.1.5 Verify satisfactory operation of anchor clutch and creep speed functions. 7.1.6 Inspect gear case, gypsy wheel, brake components, and associated hardware for wear or deficiencies. -- 2 of 5 -- 7.1.7 Verify proper operation of all windlass functions. 7.2 W2 (Port Windlass) 7.2.1 Inspect anchor windlass brake bands. 7.2.2 Measure and document brake lining thickness, wear, and holding capability. 7.2.3 Verify brake clearances and air gaps are within OEM tolerances. 7.2.4 Verify satisfactory operation of emergency planetary gear pin. 7.2.5 Inspect pinion gear bush, gear case cover, bush bearing cover, and associated hardware for wear or deficiencies. 7.2.6 Verify satisfactory operation of all windlass functions. 7.3 General Windlass Inspection 7.3.1 Measure and verify E-motor brake air gaps are within OEM tolerance. 7.3.2 Inspect electrical components, junction boxes, and controls for proper operation. 7.3.3 Lubricate fittings and moving components as required for operational testing. 7.3.4 Inspect windlass foundations, mounting hardware, and associated structural components. 7.3.5 Verify proper operation of emergency release and brake systems. 7.4 Operational Testing 7.4.1 Conduct operational testing of both anchor windlasses while vessel is in port. 7.4.2 Verify satisfactory operation in all available operating modes permissible while pier side. -- 3 of 5 -- 7.4.3 Verify brake holding capability and emergency release functionality to the maximum extent possible while in port. 7.4.4 Document any operational limitations associated with in-port testing within final service report. 7.4.5 Demonstrate satisfactory operation to Ship’s Force and MSC representative. 7.5 Documentation and Out Brief 7.5.1 Provide final OEM service report documenting all inspections, measurements, and operational test results. 7.5.2 Include all brake measurements, wear readings, and certification statements within final report. 7.5.3 Provide written statement indicating windlass brake bands operating status and ability to operate until next yard period. 7.5.4 Conduct a detailed out brief with the vessel Master and Chief Engineer upon completion of all inspections and testing. 7.5.5 Document any additional deficiencies identified during execution of this work. 7.6 Condition Found 7.6.1 Any deficiencies outside the scope of this work item shall be documented and submitted via Condition Found Report (CFR). 8.0 GENERAL REQUIREMENTS 8.1 Contractor shall provide all labor, OEM services, tools, staging, and equipment required to accomplish this work. 8.2 Contractor shall comply with all shipboard safety and environmental requirements. 8.3 Contractor shall coordinate all work with Ship’s Force and MSC representatives. -- 4 of 5 -- 8.4 Contractor shall ensure both anchor windlasses are verified operational prior to final acceptance. -- 5 of 5 --
