STATEMENT OF WORK NORTH AMERICA RELIABILITY CORPORATION (NERC) COMPLIANCES FOR AMISTAD HYDROELECTRIC POWER PLANT 12/5/2025 I. Introduction The U.S. Section of the International Boundary and Water Commission (USIBWC) is a Federal Government Agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States-Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region. II. Description of Service This Contractor shall provide a service to comply with current electrical compliances and requirements enforced by North America Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT) and Texas Reliability Entity (Texas RE). Contractor shall provide all labor, material, equipment, supervision, and management to comply with this Statement of Work (SOW). The Contractor shall review currents electrical one line diagram and electrical protection system for Amistad Hydroelectric Power Plant. The Contractor shall review current electrical compliances required by all agencies mentioned above and monitored by Texas RE. Moreover, The Contractor shall help with a new mitigation plan milestone (If necessary), review current compliance status, and provide feedback to USIBWC Compliance Committee. In addition, the Contractor shall develop a plan to comply with all standards required by North America Electric Reliability Corporation (NERC), and Electric Reliability Council of Texas (ERCOT) and support IBWC with proper communication (Meetings, documents, etc) with Texas RE. NERC & ERCOT new compliances & standards may require modifications of this SOW to address in the future. III. Background The United States Section of the International Boundary and Water Commission (USIBWC), Amistad Hydroelectric Power Plants are located at 670 Texas Spur 349, Del Rio, TX 78840, and to access this Hydroelectric Power Plant, vendors need to cross through the United States Port of Entry and must comply with proper documentation (passports or other) as required by U.S. Customs and Border Protection officials. The International Boundary and Water Commission (IBWC), U.S. Section is a federal agency that operates two Hydroelectric Power Plants. As a Hydroelectric Power Plant generator owner, USIBWC is required to meet federal and state mandated requirements, including the North American Electric Reliability Council (NERC), Texas Reliability Entity (Texas RE), and the Electric Reliability Council of Texas (ERCOT) Standards and Requirements. USIBWC is registered with NERC as a Generator Owner (GO), and a Generator Operator (GOP). USIBWC does not own/operate any transmission or distribution lines. -- 1 of 7 -- STATEMENT OF WORK NORTH AMERICA RELIABILITY CORPORATION (NERC) COMPLIANCES FOR AMISTAD HYDROELECTRIC POWER PLANT 12/5/2025 IV. Scope The intent or purpose of this SOW is to ensure USIBWC compliance with Mandatory Standards in accordance with North America Electric Reliability Corporation (NERC), Texas Reliability Entity (Texas RE), and Electric Reliability Council of Texas (ERCOT). This will include coordinating with Amistad Hydroelectric Power Plants personnel for Compliance Monitoring and Enforcement Program (CMEP) or Rules of Procedure (RoP). The following actions will be performed by the Contractor: Immediate Action required, but not limited to the following: a) Review in conjunction with USIBWC Compliance Committee current Amistad Power Plant Compliance Status with mandatory compliance enforced by Texas RE b) Provide a feedback and suggestions to USIBWC Compliance Committee about Compliance Status c) Develop a new Compliance Plan Milestone with target date to be completed. d) Provide feedback and comments to USIBWC Compliance Committee and finalize the Compliance Plan. e) The Amistad Power Plan Compliance Plan shall include the following NERC standards: i. FAC-008-3 (Facility Rating for Generator Owner): The Contractor shall review all the requirements and measures that apply to Amistad Hydroelectrical Power Plant and determine status. Also develop final feedback with updated compliance plan in appropriate NERC forms to be reviewed and approved by USIBWC Compliance Committee. ii. PRC-005-1b R1 (Transmission and Generation Protection System Maintenance and Testing): The Contractor shall review all the requirements and measures that apply to Amistad Hydroelectrical Power Plant and determine status. Also develop final feedback with updated compliance plan in appropriate NERC forms to be reviewed and approved by USIBWC Compliance Committee. iii. Cybersecurity CIP-002-5 is the NERC standard for the Bulk Electric System (BES) Cyber System Categorization, which requires entities to identify, categorize, and apply cybersecurity controls to BES cyber systems based on their potential impact on the reliability of the grid. This standard involves using criteria to classify systems as high, medium, or low impact, and then applying corresponding security requirements to mitigate cyber threats to the electric system. The Contractor shall review all the requirements and measures that apply to Amistad Hydroelectrical Power Plant and -- 2 of 7 -- STATEMENT OF WORK NORTH AMERICA RELIABILITY CORPORATION (NERC) COMPLIANCES FOR AMISTAD HYDROELECTRIC POWER PLANT 12/5/2025 determine status. Protection and Controls (PRC): These standards cover requirements for protective relays and control systems at generating facilities.
