Performance Work Statement Spectrum Guard Pro Warranty Support Service Marine Forces Reserve 1. General: The Spectrum Guard Pro Warranty Support Service will support the Marine Forces Reserve (MARFORRES) Regional Contracting Office (RCO). The MARFORRES RCO is responsible for Five (5) Spectrum Guard Pro kits are designated for exclusive ownership and operation by MARFORRES personnel. 1.1 Description of Service/Introduction: Warranty-Only and Repair of the (5) five Spectrum Guard Pro. 1.2. Background: The Spectrum Guard (Pro) features a unique quad receiver design that allows for simultaneous spectral, wireless and/or Wi-Fi evaluation. It combines hardware and software into a portable Radio Frequency (RF) detection and monitoring system that is small, lightweight, and easy to use. The software application interface is accessible by users with minimal RF knowledge but also provides all the tools an experienced operator needs to accomplish the mission. The Spectrum Guard is intended to be used by security professionals for RF signals collection and analysis in support of static or mobile operations. It is ideal for use to evaluate Wi- Fi and cellular spectrum for unauthorized transmissions. The equipment's original two-year warranty from its 2023 purchase has expired from contract M67861-21-P-0016. 1.3. Scope of Services: The Contractor shall provide comprehensive warranty and maintenance services for the Government-owned Spectrum Guard Pro Systems. This includes hardware repair and replacement, software and firmware updates, and technical support to ensure continuous operational readiness for Department of War (DoW) mission requirements. 1.4 Period of Performance: The period of performance shall be for one Base Year of 12 months and one, 12-month option year. The period of performance reads as follows: Period Length Dates Base Period One (1) year 19 June 2026 to 18 June 2027 Option Period One One (1) year 19 June 2027 to 18 June 2028 Option Period Two One (1) year 19 June 2028 to 18 June 2029 Option Period Three One (1) year 19 June 2029 to 18 June 2030 Option Period Four One (1) year 19 June 2030 to 18 June 2031 1.5 General Information 1.5.1 Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). -- 1 of 7 -- 2.0 Tasks Task 1 – Spectrum Guard Pro System Warranty (CLIN 0001): The warranty and maintenance services shall cover all components of the (5) five Spectrum Guard Pro Systems, including but not limited to: • P1A-0221525 • P1A-0721678 • P1A-0921719 • P1A-1221763 • P1A-1221781 Task 2 – Evaluation Fee (CLIN 0002): The evaluation fee covers parts that are missing from the (5) five Spectrum Guard Pro Systems. Below is the list of parts that may be replaced if they’re missing from the kits along with the estimated cost of each part. • P1AA - Spectrum Guard - $80,280. • P1B - SG Transport Case - $925. • P1E - SG Power Supply - $330. • M1N - USB Mouse - $30. • M1H - Standard Headphones - $105. • M1L – Keyboard - $130. • M1M – Stylus (2 pk) - $35. • DC Power Cord – Not on price list but covered. • Flash Drive – Not on price list but we will replace. • A1O - GPS Antenna - $60. • P1CA - SG Battery Charger - $160 (Includes Battery Charger Power Supply and Power Cord). • P1C - Li-On Battery - $210. • C1AK - SMA x SMA 10’ Cable - $560. • C1DA - 7’ Ethernet Cable - $5. 3.0 Software and Firmware Maintenance The Contractor shall provide continuous software and firmware support throughout the period of performance. This includes: • Providing all bug fixes, security patches, and minor version updates. • Providing major version upgrades to the Spectrum Guard Pro software as they become commercially available. • Ensuring all software patches comply with DoW/DoD Information Assurance (IA) and cybersecurity requirements prior to deployment. -- 2 of 7 -- 3.1 Technical Support Help Desk The Contractor shall maintain a Technical Support Help Desk available to Government operators and system administrators. • Hours of Operation: Support shall be available Monday through Friday, 0800 to 1700 Central Standard Time, excluding Federal Holidays. • Contact Methods: Support must be accessible via a dedicated phone line and an unclassified email address. 3.1.1 Place of Performance: All work to be performed under this contract shall be performed at the contractors located at 13615 Dulles Technology Drive, Suite 100, Herndon, VA 20171. 3.1.2 Type of Contract: The Government will award a Firm Fixed Price contract. 3.1.3 Contracting Officer Representative (COR): The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property and provide site entry of Contractor personnel. A letter of designation issued to the COR states the responsibilities and limitations of the COR, especially regarding changes in cost or price estimates or changes in delivery dates.
