1. SCOPE OF WORK:
This SOW is for Internet Service for the Kilmer Hall Student Activity Center (SAC). The contractor shall
maintain current or existing fiber/coax lines running from centralized base location to Kilmer Hall Student
Activity Center. The contractor will provide Internet access that will enable Kilmer Hall consumers access to
distributed communication services to end users. The current contractors used the same existing Spectrum
fiber switch and the same Spectrum modem and router currently installed within our rack. The fiber switch is
used for main internet, and the modem/router is used for fail-over internet in case main goes down. If contract
is awarded, they may use these devices again if devices can produce the required outcome of service. If
existing devices are known to be obsolete according to Spectrum, this will fall on the contractor’s
responsibility for updated equipment for the required outcome. Maintenance and connectivity at 1 gigabyte
over fiber line and 1 gigabyte over coax providing 2 gateways. (1 main line and back-up fail- over).

1.4 HOURS OF OPERATION: All work shall be performed during the normal duty hours of 7:30
A.M. to 4:30 P.M., Monday thru Friday except during Federal Holidays. If outside normal duty
hours, contractor shall get pre-approval from the Government. This is only the initial setup of the
fiber switch within the existing networking rack. All other thereafter remotely.
2. SPECIFIC TASKS:
The Vendor will provide a dedicated fiber switch, modem and router to replace existing devices. If
current devices are not obsolete the vendor can use existing devices. The contractor will be
responsible for maintenance of dedicated fiber line or lines coming into building and provide static IP
addresses to properly communicate with existing equipment currently in Kilmer Hall SAC.
2.1 SERVICE CALLS:
The contractor will conduct pre-scheduled service calls for the purpose of conducting routine
service and checking the general operation of the equipment they provide. Each service call will
be scheduled in advance with the customer. Based upon the needs of the SAC, the schedule
may be changed by mutual agreement. Within failure of any part whether it be software or
hardware of the fiber line or switch, the Student Activity Center admin team will notify
Contractor. Afterwards the contractor will have 24 hours to formulate a repair response. Once
the repair solution is validated, 48 hours will be given to ship part, if necessary, and initiate the
repair.

2.2 SITE VISIT: Site visit will be held at 3222 Corporal Johnson Rd, Bldg. 1477, JBSA Fort Sam
Houston, TX 78234. See RFQ for specific date and time.
3. COMPLIANCE:
The contactor shall conduct all of its business on base in a professional and courteous manner. In
addition, the contractor shall comply with customer service standards established by the FCC in
accordance with the cable Television Consumer Protection and Competition Act of 1992

4. ACCESS
The contractor will be responsible to maintain proper clearance and access to the base and facility to
perform all functions within the contract. All contractors and sub-contractors employees working on
JBSA Fort Sam Houston must be U.S. citizens and are subject to National Crime Information Check
(NCIC). Workers entry must be coordinated in advance with the Governments Point of Contact or
Contracting Officer. All contractors must enter JBSA Fort Sam Houston at the Walters Street Gate
(Main Gate).
