PERFORMANCE WORK STATEMENT (PWS) TRAILERED BOOM REEL SYSTEM and SPILL CONTAINMENT EQUIPMENT 628 LRS/PORT OPS JOINT BASE CHARLESTON, SC 8-APR-2026 1. PURPOSE The purpose of this procurement is to acquire a complete trailered boom reel system and associated spill containment equipment to support rapid development and retrieval of floating containment boom during oil or chemical spill events at Joint Base Charleston (JBC). This equipment is essential to maintaining environmental compliance, operation readiness, and independent spill response capability. 2. BACKGROUND Port Operations currently relies on external contractors for containment boom deployment. This dependency creates operational vulnerabilities, including delayed response times, limited availability during nights/weekends, and increased environmental risk. Procuring an organic boom reel system will ensure immediate response capability and reduce mission disruption 3. SCOPE The contractor shall provide all equipment, materials, and accessories necessary to deliver a fully functional boom reel system, including trailer, hydraulic power unit, level winder, protective cover, and optional containment boom packages. 4. REQUIREMENTS The contractor shall provide: 1. Trailer Mounted Boom Reel System 2. Dual Axle Trailer (galvanized, NATM compliant) 3. Hydraulic Level Winder 4. Protective Reel Cover 5. Portable Diesel Hydraulic Power Unit (9 HP minimum) 6. Containment Boom Package (Option 1 or Option 2) All equipment must be new, free of defects, and suitable for coastal/marine environments. -- 1 of 2 -- 5. DELIVERY LOCATION: Joint Base Charleston – Port Operations 2316 Red Bank Road, Bldg 907 Goose Creek, SC 29445 Delivery shall occur within 90 days ARO unless otherwise negotiated. 6. INSPECTION AND ACCEPTANCE Government personnel will inspect equipment upon delivery for compliance with the Salient Characteristics listing. Acceptance occurs after successful inspection. 7.
