The RFP remains unchanged unless it is amended in writing on a Standard Form 30. REVISED RESPONSE FROM NOTICE 1: 1. Reference: Spec Section 01 57 19.03 20 MEC / UXO Requirements. Spec section 01 57 19.03 20 is included in the RFP, which to our understanding is outdated. Please advise if Spec Section 01 57 19.03 21 “Supplemental Temporary Environmental Controls – Secretary of the Navy (SECNAV) Explosive Safety Risk Acceptance Within Joint Region Marianas” would apply to this project, and if so, provide revised spec section for the J-875 project. (See attached from P-678 as reference). RFI No. 01_01 57 19.03 21 P-678 Supp ANSWER: Section 01 57 19.03 20 will be replaced with Section 01 57 19.03 21 in a forthcoming amendment. 2. Reference: Spec Section 03 42 13.00 10 Plant Precast Concrete Products - Reinforcment. Spec section 03 42 13.00 10 includes reference ASTM listings for epoxy coated reinforcing bars and steel wire and welded wire reinforcement. As the project site is well above the water table, and local precast manufacturers do not provide epoxy coated reinforcement in their products, we interpret that the epoxy coated reinforcement in not intended for this project. Please confirm that if epoxy coated reinforcement is not specifically called out for in the product detail in the drawings, it is not required. Reference: Factor 1: Experience RELEVANT CONSTRUCTION PROJECT: For purposes of this evaluation, a relevant construction project is defined as new construction of a multi-story administrative, office, training, or communications facility consisting of cast-in-place reinforced concrete building structure of approximately $30 million or more in dollar value and completed or substantially completed no earlier than ten (10) years from the date of issuance of this solicitation. Building repair, renovation, conversion, and addition work will not be considered as a relevant project. Question: The contractor requests clarification on whether the Government will consider construction projects in the $20 million range as meeting the definition of a relevant construction project in lieu of the stated $30 million threshold. ANSWER: The Government will evaluate relevant experience in accordance with the established criteria defined in the solicitation. Offerors are required to submit projects that they believe best demonstrate their experience that are similar in size, scope, and complexity to the type of project defined in the solicitation. NOTICE NO. 2: 7. Reference: Section 00 21 16 - Instructions to Proposers (incl. AMD001), paragraph 1.2 Will the Government please consider revising the instructions to allow for the use of PIEE for the initial proposal volumes followed by physical hard copies with wet signatures within 5 business days via courier or hand delivery?
