1. This is a combined synopsis/solicitation for commercial products and/or commercial services
prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of
Commercial Products and Commercial Services. This announcement constitutes the only
solicitation. Offers are being requested and a separate written solicitation will not be issued.
2. Solicitation number 6933A226Q000011 is issued as a Request For Quotation (RFQ) for the
Drydocking and Repair of the PF205 Patrol Boat.
3. This procurement is a total small business set-aside under North American Industry
Classification System (NAICS) code 336611, Hazardous Waste Collection, with a small business
size standard of 1300. The Product Service Code (PSC) is J019. To be considered eligible to
participate in this procurement, contractors must be certified as a small business under NAICS
code 336611.
4. This solicitation incorporates provisions and clauses by reference. The full text of provisions

5. The Government intends to award a firm fixed price purchase order at or around June 8,
2026, as a result of this Combined Synopsis/Solicitation. A list of line-item number(s) and items,
quantities, and system of measure is included in Attachment 2, Price Sheet.
6. Description of Requirements
The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), James River
Reserve Fleet (JRRF), located in Ft. Eustis, Virginia, has a requirement to perform the dry
docking and repair of the PF205 Patrol Boat according to this Statement of Work (SOW).
MARAD will deliver the PF205 to the Contractor’s facility that will be in the Hampton Roads
area, area to include the James River, all branches of the Elizabeth River, York River, Mobjack
Bay, and their tributaries. The dry-docking Period of Performance (POP) will be 60 days upon
completion of delivery and tender.
7. Required Responses
