GENERAL: This is a non-personal services contract under which the personnel rendering the service(s) are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise any supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government. Emergency maintenance response is expected 24/7. The Contractor shall always maintain an adequate workforce for performance of all tasks defined within this Performance Work Statement (PWS). Unless otherwise specified, the Contractor's shall complete the services daily and be readily available for emergency support. Consideration must be made for local holidays due to local labor laws to maintain this schedule. Further consideration must be given for nationalities that are allowed to work within the Panama City, Panama/ Joint Security Cooperation Group- Panama (JSCG-P), due to limitations imposed by the local Government on the number of specific nationalities which are allowed to work within the country at any given time. 1.1 Description of Services/Introduction: This is a nonpersonal services contract to provide Base Life Support (BLS) services at Logistics Support Area (LSA) Sherman, located at Cristóbal Colón, Panama. The Contractor shall provide all labor, equipment, supplies, facilities, transportation, tools, materials, supervision, quality control, and other nonpersonal services necessary to support the requirement tasks identified in Section 5 of this PWS. Required services include billeting tents; workspace and dining facility (DFAC) tents; tent lighting and air conditioning; power generation and electrical distribution; bulk fuel operations (limited to generators supporting site power requirements); tower lights; refrigeration unit; portable latrines, handwashing stations, and ablution services; shower trailers with hot water and latrine trailers; dumpster services and waste management; laundry services; furniture such as cots, tables, and chairs; daily/weekly cleaning of all field service facilities; delivery and site access support; site restoration and post operation activities; and all associated maintenance required to support these operations. The Contractor shall perform to the standards in this contract. All services shall be performed in accordance with this PWS, except for those items designated as Government furnished. 1.2 Background: All Base Life Support (BLS) services outlined in this Performance Work Statement (PWS) will be provided at Cristóbal Colón, Panama. Two (2) recurring training exercises drive the life support requirements for this contract. First, the Jungle Operations Training Center (JOTC) conducts an 18‑day training course every month year‑round, requiring life support for 150 personnel. JOTC billeting remains a separate, continuous requirement throughout the period of performance. Second, the U.S. and Panama conduct PANAMAX, a two‑month multilateral training exercise requiring life support, including support for up to 700 personnel at Cristóbal Colón, with a surge capacity ranging from 150 to 1,500 personnel. Together, these two (2) exercises establish continuous and surge BLS requirements throughout the period of performance. 1.3 Objectives: The Contractor shall provide all Base Life Support (BLS) services required under this PWS at Cristóbal Colón, Panama. These services include: tentage for billeting, workspace and dining facility (DFAC) tents; air conditioning and lighting for all tents; power generation; bulk fuel operations (limited to generators supporting site power requirements); electrical distribution; tower lights; furniture such as cots, chairs and tables; waste collection and dumpster service; laundry service; refrigeration units; shower trailer service with heater and water and latrine trailers; portable latrines, handwashing stations, and ablution services; daily/weekly cleaning of all field service facilities; site restoration and post-operation activities; and all necessary staffing, management and maintenance required to perform these services. The Contractor shall provide BLS services capable of supporting the recurring requirements of JOTC and PANAMAX, including all associated surge demands up to 1,500 personnel, as directed by the Contracting Officer (KO). -- 1 of 85 -- PERFORMANCE WORK STATEMENT (PWS) Version 1 October 2023 Page 2 of 85 410th Ver 1 2023-10 For JOTC: All BLS infrastructure, including tentage, shall be erected, remain continuously in place, fully operational, and fully maintained for the entire duration of the JOTC requirement, as JOTC is a recurring, year-round mission. For PANAMAX: All BLS infrastructure, including tentage, shall be erected, fully operational prior to personnel arrival, and subsequently torn down and demobilized at the conclusion of the PANAMAX period of performance unless the COR or KO provides written direction to extend operations or delay teardown. All surge and baseline operational requirements, including timelines, capacities, and activation procedures, shall be performed in accordance with Section 5.13 Surge Requirements and Section 5.14 Baseline Operations. 1.4 Scope: The Contractor shall furnish all labor, equipment, delivery, and supervision necessary to perform Base Life Support (BLS) services at Cristóbal Colón, Panama. Required services include billeting tents, workspace and DFAC tents; air conditioning and lighting for all tents; power generation; bulk fuel operations (limited to generators supporting site power requirements); electrical distribution;
