Section B: Description of the Supplies/Services Required
The United States Air Force Aerial Demonstration Squadron (USAFADS) requires the purchase and delivery of (Qty: 20) Blue Anti-
G Suits Part Number: AT22-09-TB and (Qty: 1) Midnight Navy Material for use by USAF Thunderbirds Pilots.
Section C: Justification for Soliciting from a Single Source or Brand Name
Vinyl Technologies is the only known sole source that manufactures and distributes the Anti-G Trousers and Suits for the Air
Force and Navy. This vendor possesses the proprietary materials, stitching techniques, dye processes, and construction
templates required to meet both safety and visual specifications. Standard-issue G-suits from Air Force supply channels cannot
be used because the Air Force does not stock or manufacture the Thunderbird-specific blue variant. Procuring from a different
source would require redesigning and certifying a new suit, which would introduce unacceptable delays during the winter
training season and potentially increase risk of G-induced Loss of Consciousness (G-LOC) due to untested performance
characteristics. Given the operational, safety, and demonstration requirements, as well as proprietary design considerations, the
current vendor is the only responsible source capable of supplying these blue G-suits. Sole-source procurement is required to
maintain continuity of equipment, team appearance, and pilot safety.
Section D: Efforts to Obtain Competition
Market Research indicates that there is one (1) business capable of fulfilling this requirement. A search conducted within the
99th Contracting Squadron found one similar award in "FY23", FA486123P0172, to Vinyl Technology, Inc. in the past three (3)
years. This contract was awarded on a sole source basis.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The 99th Contracting Squadron shall conduct additional market research to determine if there are other brands/manufacturers
available for future similar or like requirements that will neither hinder the mission of the customer nor increase the cost/price
for the government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a
single source is reasonably available.
