PERFORMANCE WORK STATEMENT (PWS) FOR Solid Waste removal SERVICES KAHO NHP Kaloko-Honokohau NHP Kailua-Kona, Hawaii, 12/2/2025 Prepared by: Ryan Swindler National Park Services (NPS) Pacific Western Region (PWR) – Interior Region 12 1.0 DESCRIPTION OF SERVICES  This contract is for weekly trash removal services at Kaloko-Honokohau NHP (KAHO). The Park is a popular tourist location on the west side of Hawai’i Island in the town of Kailua-Kona. There are three main day use areas that park visitors use. Trash is picked up from these areas every morning by park staff and transported to a contractor owned 6-cubic yard dumpster. This contract will provide services to supply and empty a 6-cubic yard dumpster on a weekly basis. The Contractor shall accomplish the required services by swapping or dumping the 6-cubic yard dumpster once per week for the duration of the contract. The contractor shall provide all management, tools, equipment, and labor necessary to ensure the disposal of waste accumulated in the 6-cubic yard dumpster. Contractor furnished containers shall be transported by the contractor to KAHO via designated roads (map attached). The dumpster shall be located 300-500’ inside the park boundary behind a park gate.  1.1 BACKGROUND The park visitation exceeds 350,000 people per year. The park relies on contracted rubbish removal services to keep the park clean and litter free. The weekly 6-cubic yard dumpster service has adequately met the needs of the park in the recent past as long as service is consistent with the weekly schedule. 1.2 Scope  1.2.1 Container Delivery  The Contractor shall deliver one (1) empty 6-cubic yard dumpster to KAHO; The container shall be in the southern portion of the park along a park service road adjacent to Honokohau Harbor. Containers will be emptied once per week. The specific delivery location is provided on attached map.  All containers supplied by the contractor must be free of excessive rust or any holes that compromise structural integrity, as well as free of mud, dirt, and any other organic material capable of transporting invasive flora or fauna. NPS staff will perform inspections on the container to see that it meets the requirements.     1.2.2 Container Collection  The Contractor shall ensure that collected containers are safe for transport and garbage is secure from blowing or spilling from bin. The contractor shall maintain park security by locking all gates traveled through immediately. Gates only to be left unlocked if Park staff is on location or if gate was already open upon arrival.   1.2.3 Waste Disposal  The Contractor shall dispose of all solid waste from collected container at appropriate waste processing facilities.     1.3 Permits, License & Insurance  The Contractor shall be responsible for obtaining and holding all the necessary permits, licenses and insurance required to accomplish these services, including final disposition.    1.4 Contractor Provided Equipment and Supplies.   The Contractor shall provide and maintain all equipment and vehicles necessary to perform the requirements of this contract. The Contractor shall not perform any cleaning, repair and/or maintenance requirements of equipment on site. Maintenance and repair of Contractor containers, vehicles or their privately owned vehicles shall not be accomplished on site. Contractor equipment and vehicles shall be maintained to present a neat, professional appearance. Contractor equipment and vehicles shall be used solely for the intended purpose of performing services in this performance work statement during normal hours of operation.  All equipment used in the performance of this contract shall be in good operable condition. Equipment found to be unsafe and unable to function as designed shall not be used in performance of this contract. The Contracting Officer (CO) or COR may inspect the Contractor’s equipment at any time while on government property and may direct the removal of any unsafe or unusable equipment from those locations.   The Contractor shall provide adequate numbers of equipment items and vehicles to effectively fulfill the scope of this contract. In addition, the Contractor shall maintain or have backup capability to provide continued service in the event primary equipment or vehicles are unsatisfactory or down for extended maintenance or repairs. Equipment failure shall not alleviate the Contractor from performing any requirement contained in this contract.    2.0 CONTRACT PERFORMANCE 2.1 SERVICE SUMMARY (SS):  The contract service requirements are summarized in the performance objectives below. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provides information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
