STATEMENT OF WORK For CUI CUI KC-46 Engine Change System Prepared By: 76 AMXG/MXDE 28 April 2026 -- 1 of 7 -- 2 SoW KC-46 Engine Change System, 28 April 2026 CUI CUI 1. SCOPE The 568 AMXS maintenance squadron requires the purchase of two (2) KC-46 engine change systems for the KC-46 Campus located at Tinker Air Force Base, OK. The contractor shall deliver turn key KC-46 engine change systems. The contractor shall provide proof of setup and full operational capabilities of both KC-46 engine change systems. The contractor shall provide training for both KC-46 engine change systems. The contractor shall provide performance verification for both KC-46 engine change systems. 2. BACKGROUND Maintenance on the KC-46 aircraft requires the removal and installation of the engines. This task requires a system of equipment capable of holding, raising, and lowering the engine to facilitate the removal and installation of the KC-46 engines. 3. REQUIREMENTS 3.1. Item Description – 3.1.1. Contractor shall provide two (2) KC-46 engine change systems capable of raising and lowering two (2) engines simultaneously 3.1.2. Each KC-46 engine change system shall meet the following requirements. The KC-46 engine change system: a. Shall be compatible with KC-46 engine, the Pratt and Whitney PW4062 1. Lifting equipment shall come with any and all necessary adapters compatible with the AM-2371-222 engine cradle/AGSE-E222-G01 transportation base 2. Shall be able to use equipment to install engines with the cowling installed on aircraft b. Lifting devices shall meet the following requirements: 1. Shall consist of two (2) units, one primary and one secondary unit 2. Primary and secondary unit shall be physically connected (hydraulic/electrical) 3. Shall have a control pendant for the primary and secondary units that controls the entirety of lifting and lowering the engine 4. Shall have a control panel connected to the primary unit that displays operational parameters of the equipment 5. Shall consist of four (4) pillar positioning units that are controlled independently 6. Shall be able to move the KC-46 engine in 3 axes (x-y-z) 7. Shall have a maximum longitudinal movement of at least +/- 4.5” 8. Shall have a maximum transversal movement of at least +/- 5.75” 9. Shall have a maximum lift stroke of at least 110” 10. Shall have a lifting/lowering speed of at least 0.2”/sec -- 2 of 7 -- 3 SoW KC-46 Engine Change System, 28 April 2026 CUI CUI 11. Shall be able to reach a maximum longitudinal inclination of at least 10 degrees 12. System shall have inclination sensors and automatic pressure control safety features 13. Shall be able to lift at least 36,000lbs 14. System shall be powered by 3 phase 480V a. Plug shall be AP40134G b. Power cord shall be at least 100 feet in length c. Contractor shall provide a comprehensive maintenance/repair manual, to include: 1. Itemized parts breakdown 2. LOTO procedures 3. Loading and unloading of units from delivery truck 4. Uncrating and initial setup 3.2. Installation – Contractor responsible for delivery to Tinker Air Force Base, to include: 1. Loading and unloading of units from delivery truck 2. Uncrating and initial setup 3.3. Training – The contractor shall provide training (operator and maintenance) on-site at Tinker Air Force Base scheduled at the government’s discretion. Training shall be for a minimum of two (2) days and shall be specified in the contractor’s proposal. Training shall be demonstrative on the equipment and encompass all aspects of using the equipment. Contractor shall also provide a training manual for future reference. There shall be operator training provided for no less than ten (10) operators. There shall be a separate maintenance training that shall cover all maintenance requirements for no less than four (4) government maintenance personnel. 4. GENERAL REQUIREMENTS 4.1. Hours of Operation 4.1.1. The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0700-1600 hrs. 4.1.2.3. These dates and hours exclude federal holidays, base closures due to inclement weather, and furlough days, as applicable. -- 3 of 7 -- 4 SoW KC-46 Engine Change System, 28 April 2026 CUI CUI 4.1.2. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor. 4.2. Special Qualifications – The Contractor shall provide personnel with the special qualifications listed throughout this section. 5. ON-BASE REQUIREMENTS 5.1. Environmental Protection & Safety 5.1.1. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract. 5.1.2. Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e- publishing.af.mil for downloading or ordering. 5.2. Spills 5.2.1. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911.
