1 = U.S. Customs and Border Protection Port of New York/Newark STATEMENT OF WORK Kenneling & Dog Walking Services PR 20158600 1.OBJECTIVE: The purpose of this procurement is to secure commercial kennel facilities and services that will most effectively support the United States Customs and Border Protection (CBP) Canine Enforcement Program and the mission of the CBP. Services are to include quality and reliable canine (dog) walking. Exercise is defined as taking a dog out of its’ primary or secondary residence, with the purpose of walking on a lead or leash within the confines of the kennel. This procurement will be for a five-year Blanket Purchase Agreement (BPA) beginning August 1, 2026, through July 31, 2031. *Final services years will be determined at award. 2. SCOPE OF WORK: As needed, the contractor(s) shall provide all of the labor, materials, supervision, and facilities necessary to satisfy the kenneling requirements of the Canine Enforcement Program, Customs & Border Protection at the location. The number of canines to be kenned will be 0-30 dogs. The number of canines is subject to change according to the demands of their service and/or emergency situations. The canines’ work address is as follows: US Customs and Border Protection Newark Liberty International Airport, Terminal B Newark, NJ 07114 2.1 All kenneled canines must be accessible and retrievable for duty 24 hours a day, 7 days a week. Regardless of the time of day, a CBP K-9 Officer must be able to retrieve his/her assigned canine within 10 minutes of their arrival at the kennel. To meet this requirement, the contractor shall provide each CBPO with the necessary means of access (e.g., keys) to independently retrieve their canines. 2.2 The contractor shall ensure that only authorized kennel personnel have access to CBP canines. Access to and contact with CBP canines by the general public and other animals including, but not limited to, privately kenneled animals is strictly prohibited at all times. Contact between kennel personnel and CBP canines is to be limited to only what is necessary to accomplish required tasks. 2.3 The contractor shall ensure that kennel personnel do not identify or point out to anyone the identity and location/runs of CBP canines. At any time, information about the CBP canines should not be disseminated to anyone other than CBP K-9 Officers. -- 1 of 10 -- 2 2.4 In addition to providing suitable space for the canines, the contractor shall ensure that the kennel, accessible buildings, break areas, and curtilage are kept clean. At all times, the entire kennel site shall be kept in a condition that will not pose a danger to the canines or the CBPO. The kennel site shall be kept in an acceptable sanitary condition. (See Paragraph 4 entitled Sanitation). 2.5 Contracting Technical Representative (COR) will be appointed to monitor contractor performance and coordinate technical and administrative matters with the Contracting Officer. The COR may conduct a semi-annual review and will provide a report to the Contracting Officer after each review. The COR may conduct additional reviews. The COR or technically qualified canine officer will be identified in the contract. 2.6 CBP canines are working dogs, not pets boarded while their owners are on vacation. These canines work 8 – 16 hours a day, often in high stress situations. Absent very unique circumstances, no CBP canine will be younger than one year old. The primary purpose of CBP canines is to utilize their extensive training to locate illegal contraband before it enters/exits the United States. Therefore, it is important for these canines to rest while they are in the kennel facility. CBP canines must have full access to their outside run during daytime hours, seven days a week. This shall not be less than 11 hours each day, including times when the facility is closed to the public. CBP canines should not be “locked- in” except for the period of time when runs are being cleaned or sanitized, absent extreme heat/cold conditions. 3. FACILITY AND RUN REQUIREMENTS: The kennel facilities must be situated in a location that will be quiet and secure from the public. The facility must provide an environment conducive to the canines obtaining adequate rest. Audible and visual distractions are considered detrimental. These are extremely important requirements that are necessary in order to maximize the actual work hours of the canines, and to not diminish their effectiveness. Regardless of the kennel type, only one canine shall be in each kennel run at any one time. Depending on the facility layout, it may be necessary for CBP to rent an empty “buffer” run to separate CBP canines from privately kenneled animals. If a buffer kennel is rented, it shall remain empty at all times. Except for immediate emergency situations (CBP Watch Commander must be immediately notified), CBP canines cannot be placed in shipping crates or wire cages at any time. Kennel staff will situate CBP runs in a location that will keep all the canines in one area. CBP will rent one “buffer” run at retail prices when accommodations at the facility would be booked at 100% capacity. When the kennel is not at 100% capacity the run immediately adjacent to a CBP canine will be left vacant at no cost to the Government. Any run(s) vacated due to a Temporary Duty (TDY) assignment will be left vacant until the canine’(s) return, at no cost to the Government. NOTE: Kennel staff must notify the Canine Supervisor and Mission Support in advance of bookings that will initiate the rental of a “buffer” run. Failure to provide -- 2 of 10 -- 3 advance notification could result in non-payment of the “buffer” run for the period covered. 3.1 Floor and Dog Runs: The kennel building shall be constructed with concrete foundations and subfloors.
