K9 Kenneling Services
1. OBJECTIVE:
To procure commercial kennel facilities and services that effectively support the U.S. Customs and
Border Protection (CBP) Office of Field Operations (OFO) Canine Enforcement Program and its mission.
2. SCOPE OF WORK:
The contractor shall provide all labor, materials, and facilities for canine kenneling services. These
services must be located within a Twenty (20) mile radius (shortest road route via Google Maps) of the
U.S. Customs and Border Protection - Port of International Falls at 2 2 nd Ave International Falls, MN
56649.
The Port of International Falls currently has One (1) canine that requires kenneling.
The contractor shall be able to provide kenneling services to accommodate a maximum of One (1)
canine.
3. APPLICABLE DOCUMENTS:
The contractor shall comply with all Federal Occupational Safety and Health Administration (OSHA),
Environmental Protection Agency (EPA), State, and Local Laws, directives, regulations, ordinances,
codes, and other orders as applicable to this type of service. Commercial standards shall be utilized.
The contractor shall hold and maintain applicable licenses and permits throughout the duration of the

4. SPECIFIC TASKS:
4.1 General Requirements
Staffing: The kennel facility shall be visited by staff at least four (4) times per day, seven (7) days
per week. Staff presence is required to address needs for ill canines (Section 4.5 Health) and
ensure timely stool removal (Section 4.4 Sanitation).
Breaks: The contractor shall provide CBP canines breaks. When the CBP canine is not working
during the Canine Enforcement Officers regular days off, the Canine Enforcement Officer is on
annual leave, or any circumstances where the canine is in the kennel, the contractor shall provide:
Between the hours of 7:00 a.m. and 6:00 p.m., seven days a week:
A break every 3 hours
A minimum of (4) breaks a day
Breaks may be conducted on/off leash in the designated CBP break area

Due to individual canine temperament, canines can be excluded from this requirement by the
CBP Canine Enforcement Officer supervisor. Enrichment activities/exercise/toys must be
approved for each K9 by the Canine Enforcement Officer Supervisor. Exceptions to solo exercise
breaks must be approved by a Canine Enforcement Officer Supervisor. All breaks must be logged
on the daily break/exercise log chart. The break/exercise form will be provided after award.

Accessibility: Canines must be accessible and retrievable for duty 24 hours a day, 7 days a week.
A CBP Canine Enforcement Officer must be able to retrieve their assigned canine immediately
upon arrival. The contractor shall provide each CBP Canine Enforcement Officer with necessary
access (e.g., keys, codes, or 24-hour staffing) for independent retrieval. Access will be required
for up to two (2) CBP employees (one (1) CBP Canine Enforcement Officers and one (1) CBP
Canine Enforcement Officer Supervisors); this number may change based on CBP needs. All
entry/exit points must be locked after hours or when unattended.
Authorized Access: The contractor shall ensure that only authorized kennel personnel have
access to CBP canines. Public access to, and contact with, CBP canines, including contact with
privately kenneled animals, is strictly prohibited.
Identification of working canines: Kennel personnel shall not disclose the identity or location of
CBP canines to any unauthorized individuals. All information regarding CBP canines is restricted
to CBP personnel.
Operating Environment: The contractor shall ensure the kennel, access buildings, break areas,
and curtilage are clean and maintained in a safe, sanitary condition that poses no danger to
canines or CBP Canine Enforcement Officers. (See Section 4.4 Sanitation).
Bathing: CBP Personnel will perform the bathing and grooming services of the CBP canines. On
average, each canine is bathed two (2) times per month. The contractor shall provide bathing
utilities, which shall include either a low level or easy canine access basin or tub, equipped with
cold and hot running water. The contractor shall always keep the bathing area clean and
provide a constant supply of fresh clean towels. In addition, the contractor shall provide a
cupboard, closet, locker or other similar storage area for CBP to store bathing supplies. The
storage shall be of adequate size to hold a minimum of one month’s quantity of supplies. CBP
personnel will provide bathing supplies. CBP will coordinate the bathing of canines to coincide
with the facility bathing routine.
General CBP Canine Guidelines: CBP canines are working dogs, not pets, typically weighing 20-
90 pounds and working 8-16 hours daily in high-stress situations. They are generally over one
year old and are trained to detect illegal contraband. Therefore, it is important for these canines
to have an appropriate environment to rest in while in the kennel facility. The kennel shall
create a plan to meet the requirement that CBP canines have an appropriate environment to
rest in while they are in the kennel facility with minimal noise and stimulation.

4.2 Facility
Perimeter Fencing and Gates: Kennel facilities must have a double gate/door system requiring
canines to pass through two secure gates/doors for facility and grounds entry/exit. Security
fencing must surround all outside runs and break areas. The fence fabric must be solid surface
or minimum 11-gauge steel wire-mesh chain-link, at least 6 feet high from ground to top.
Fencing must prevent passage over, around, or under, and must be kept in good repair to
restrict outside access.
