-- 1 of 9 -- 2 PREAMBLE Commander’s Safety Intent The safety of everyone on Tinker AFB is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee. 1 SCOPE. This Statement of Work (SOW) defines the effort required for the purchase of one (1) each Keyence Microscope to include Delivery, Installation, Training, and Performance Verification at Tinker Air Force Base OK. 2 REQUIREMENTS 2.1 General Installation, Training, and Performance Verification shall be accomplished within One (1) business days of delivery. The Contractor shall provide to the Government Point Of Contact (GPOC) the date that Delivery, Installation, Training, and Performance Verification will begin One (1) business day prior to installation beginning. The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this SOW. Item Description. M26-136 Keyence VXH-X1 Microscope 76 MXSG requests the purchase of a Keyence Inspection System. Requirements for this equipment are as follows: • Microscope shall be compatible with current Keyence software and hardware. • Must have Motorized 300mm x 300mm stage control and automation with Lens compatible with low magnification (0.1-50x), long working distance (~3inch working distance) with magnifications between 50-2500x, and multi-light input lenses for coaxial and transmitted lighting. • Shall have Metallographic revolving turret with lenses ranging from 100-1000x to remove single point failures. • Must have Polarizers and diffusers for lens systems. -- 2 of 9 -- 3 • Must have Multiple camera ports to reduce equipment damage from changing and removing delicate lenses. • Must have a minimum of 3 cameras included • Shall have Free angle observation/easy tilt ability with 3D virtual cross-section and measure. • Shall be ASTM compliant grain size analysis. • Shall include Installation, Performance Review, and Training. • The contractor must meet all the requirements outlined in the Statement of Work (SOW). Supplemental equipment compatible with existing Keyence system: • Must have Low magnification lens for fully integrated head (5-20x). • Must have Fiberscope and necessary mounting joints. 2.2 Contractor Requirements • The contractor shall deliver one (1) each Keyence microscope with specifications listed in 2.1 of this SOW. • The contractor shall provide Delivery, Installation, Training, and Performance Verification. • The Contractor shall make all necessary adjustments to the Keyence microscope until the item is fully operational in accordance with (IAW) the Original Equipment Manufacturer (OEM) specifications and to what is stated in this Statement of Work (SOW). 2.3 Installation: The Contractor shall be responsible for delivery and installation required to provide the Government with a full operational Keyence microscope that is ready for immediate operation. This shall include the following: 2.3.1 The Contractor shall be responsible for equipment delivery to Building 3001 at Tinker AFB, OK 73145 (FOB Destination), to include all required permits in accordance with (IAW) DOT standards, to the installation area 3001 . The contractor shall be responsible for offloading equipment, including any special equipment and/or rigging needed to remove Keyence microscope from the transport vehicle/trailer and placement in the designated installation area to 3001 . 2.3.2 The Government will provide power, water and compressed air within 25 linear feet of the Keyence microscope installation area. The Contractor shall be responsible for final connection of power, water, and compressed air (as applicable) IAW Tinker Facility Standards and Tinker Electrical Standards. 2.3.3 The Contractor shall verify to the Government SME that installation has been completed IAW standards listed in 2.4.2. and IAW the OEM’s specifications. -- 3 of 9 -- 4 2.4 Keyence Microscope System Performance Verification After installation, the contractor shall demonstrate that Keyence microscope meets or exceeds all OEM specifications, and the requirements listed in section 2.2 of this SOW. Contractor shall be present for entirety of acceptance testing. In addition, the Contractor shall demonstrate to the Government SME that Keyence microscope or is fully operational before leaving the facility. 2.5 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0730 - 1600. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the SME or GPOC escort Contractor personnel at all times. 2.5.1 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable. 3.0 On-Base Requirements 3.1 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract. Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and Complex procedures
