B850 Rm 400 Renovation Project Furniture Installation SOW / JMLs 60703235 - 60703238 1. Introduction and Scope This document outlines the Office Furniture and Cabling requirements for B850 Rm 400 C/246 “Phase 2”. The scope is for the procurement, delivery, and installation of a specific, pre-defined bill of materials (BOM). This requirement is intended to be awarded as a sole-source contract to a HUBZone Small Business to match “Phase 1” of the office renovation. 2. Deliverables (by CLIN) • CLIN 0001 SERVICE, Pre-Installation, Submittals, & Finishes: The contractor shall perform pre-mobilization design and project management, including site visit, finish verification, fabric selection management, verification task chair quantities and development and submission of furniture power distribution and low-voltage cabling distribution layout drawings for Government review and approval. • CLIN 0002 Furniture Material Procurement: Complete Bill or materials (BOM) to furnish the renovated office per the Government layout. Furniture brand and finishes shall match existing Phase 1. Following Government authorization, the contractor shall procure, receive, inspect, and warehouse the complete Project Material Kit (BOM). The kitted (BOM) and government layout drawing are the governing documents. • CLIN 0003: SERVICE, Furniture Installation & Assembly: The contractor shall deliver, perform the complete on-site assembly and installation of all furniture components and remove debris generated. • CLIN 0004: SERVICE, Low-Voltage Cabling Services: The contractor shall install, terminate at the user-end, and temporarily label new cabling as specified. 3. Period of Performance, Installation, Scheduling • Overall Period of Performance (POP): The POP for this contract is May 31, 2026, to September 30, 2026. • The Office is under construction: Government estimates the beneficial Occupancy Date (BOD) to be August 1, 2026. • Logistics and Storage: The contractor is responsible for receiving, storing, inspecting and delivering all materials prior to delivery. Direct-to-site deliveries are strictly prohibited. Authorization for Material Procurement: 1. The Contractor's authority to procure materials for this project is expressly contingent upon receiving written authorization from the Government Project Manager. 2. The official authorization shall be transmitted via email from the Government Project Manager to the Contractor's designated point of contact. Any procurement actions taken by the Contractor prior to the receipt of this email authorization shall be at the Contractor's sole risk and expense. The Government shall not be liable for any costs incurred, including but not limited to purchase costs, cancellation fees, or warehousing fees, for materials ordered prematurely." 4. General Requirements • Basis of Requirement: The contractor shall provide all parts as specified in the Government-provided kitted list of materials (BOM), subject to the final chair quantity verification and fabric selection. • Site Verification: It’s recommended the contractor conduct a site visit to verify existing conditions. • Logistics and Delivery: • A loading dock and freight elevator are available for the contractor's use. The contractor is responsible for coordinating access with the Government Project Manager. • All deliveries must be scheduled and completed during the normal working hours specified in Section 5. • The contractor must verify any site-specific delivery constraints, including maximum allowable truck length, with the site point of contact prior to scheduling any deliveries. • Site Cleanliness and Debris Removal: The contractor is responsible for the daily removal of all packaging materials, dunnage, pallets, and any other debris generated from their work. The worksite must be left in a clean condition. The use of Government-owned dumpsters is prohibited. • Warranty: Provide a manufacturer's warranty for all furniture and a minimum one- year warranty on all cabling installation, parts, and labor. 5. Site Access and Security Requirements • Working Hours: • Normal working hours at the job site are Monday through Friday, from 7:00 AM to 4:00 PM local time. • Work is not permitted on weekends or Federal holidays without prior written approval. 6. Low-Voltage Data and Voice Cabling Installation The contractor shall provide all labor and materials necessary to install and terminate low-voltage cabling at the user end only. -- 2 of 5 -- B850 Rm 400 Renovation Project Furniture Installation SOW / JMLs 60703235 - 60703238 • Scope: The contractor shall install IT (data) and Phone (voice) "home run" cables from each end-user location (workstation, office, and conference room) to the appropriate telecommunications closet. • Installation Standard: Data cable runs must be CAT6 and all cable runs must be continuous from the user-end faceplate to the service loop in the telecommunications closet. Splicing of any home run cable is strictly prohibited. • User-End Termination (Contractor Responsibility): The contractor's work includes the full installation of faceplates, ports RJ45, patch cords and the final termination at the user end only. A total of forty-seven (47) IT ports and forty-seven (47) Phone ports shall be installed. • User End Deliverables (Contractor Responsibility): At the phone closet, the contractor shall provide a minimum 40-foot extra length of phone cable coiled up neatly in the closet for each home run. The contractor shall NOT terminate these ends. At the Data Closet, the contractor shall provide a minimum of 20-foot extra length of CAT 6 cable coiled up neatly in the closet for each home run.
