CATERING FOOD SERVICES
MALAYSIA
Part 1
General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering
the Catering Food Service(s) are not subject, either by the contract’s terms or by the manner of
its administration, to the supervision and control usually prevailing in relationships between the
Government and its employees. The contract will be a Purchase Order to facilitate actual
catering needs
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide
Catering Food Services to US government personnel.
1.2 Background: US Government Personnel consistently require Catering food services in
Malaysia. Catering Food Services requirements are anticipated to continue.
1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide all
personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other
items necessary to perform services as described in the PWS and associated contract documents,
except for those items specified in Part 3 Government Property and Services. The Contractor shall
perform to the standards and acceptable quality levels identified in this PWS and associated contract
documents.
1.3.1 Specific services for this Catering Food Services contract include, but are not limited to,
special occasion meals for special occasions, providing grab and go Bento Style catering and Buffet
Style catering style for breakfast, lunch and dinner meals to include Western and vegetarian meal
styles options across Malaysia. Refer to Part 5 of this PWS for the description of bento style catering
meals, buffet style catering meals, and special occasion meals for special occasions. The contractor shall
provide all management, tools, supplies (plates, napkins, utensils, and cups) condiments, cooking
supplies, facilities, equipment, labor, and all other necessities to prepare, serve, deliver and distribute
the meals at the dining facility.
1.3.2 Refer to Part 5 of this PWS for the description of bento style catering meals, buffet style catering
meals, and special occasion meals for special occasions. The contractor shall provide all
management, tools, supplies (plates, napkins, utensils, and cups) condiments, cooking supplies,
facilities, equipment, labor, and all other necessities to prepare, serve, deliver and distribute the
meals at the dining facility.
1.3.3 The service shall include a flat rate for Catered Food Meals and the services provided to
accomplish the task for each location zone specified in Para 1.5.6, Place of Performance and the
extended line item (ELIN Sheet).
1.3.4 It is necessary to ensure that the meals are properly served within US health inspection
standards always. Facilities shall be maintained in accordance with standards established by the U.S.
Department of Health and Human Services Food Code, and the local county extension office.
1.3.5 Due to the volatility of US Army Military Exercises and Operations, contractors must remain
flexible to changes in the periods of performance, quantities, and potential for the addition/reduction of
services within the general scope of the contract. The US Government will notify the contractor of this
type of change no later than 24 hours prior to the affected schedule delivery date. Contractors must

remain flexible to requested time or date changes, quantities, and possible extensions of the period of
performance stated throughout the PWS; any changes are governed under 52.212-4 commercial
contracting
1.3.6 Meals will be supporting US Government and associated personnel. The proposed menu will
highlight the Army’s commitment to nutrition, highlighting fresh, wholesome meals to best fuel our US
Government Personnel.
1.3.7 The contractor must comply with the Malaysian Health Guidance. The contractor will be
responsible for providing personnel protection equipment (PPE) and enforcing safety protocols for
contractor’s personnel.
1.4 Objectives: The objective is to provide US Government and associated Personnel Catering
Food Services identified in this PWS. Dates, location, and quantities of meals will be
specified in each purchase order.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): The contractor’s existing quality assurance system shall be
utilized in accordance with FAR 12.208.
1.5.1.1 Food and Water Risk Assessment (FWRA) : The contractor shall submit to
Government inspections of cooking and food preparation facilities, to include food and water
risk assessments (FWRAs). The KTR shall have a current FWRA prior to serving any meal,
which must be executed within 6 months of the meal served to be considered current. The
contractor shall receive an FWRA residual risk level not higher than “Moderate” at any facility
used in the performance of this contract. If the contractor is unable to receive a residual rating
FWRA rating of “Moderate” at a facility, then the Government reserves the right to terminate
the order and purchase the food outside of the contract. If during execution of the contract, the
KTR fails to implement the mitigation strategies in the FWRA to achieve a “Moderate” residual
risk, then the Government reserves the right to terminate the order and purchase the catered
meals outside of the purchase order.
1.5.1.2 The Contractor shall inform the COR, if applicable, or Contract Specialist otherwise, of issues
or potential issues that might affect the performance within two (2) hours of identifying those issues.
Verbal reports shall be followed up by written reports within 1 day of discoverance of the issue.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this
contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily
