PERFORMANCE WORK STATEMENT U.S. NAVAL AIR STATION SIGONELLA NAVCOMTELSTA SICILY BASE COMMUNICATIONS OFFICE TELECOMMUNICATIONS SERVICES 1.0 INTRODUCTION 1.1. NCTS Sigonella Mission Naval Computer and Telecommunications Station (NCTS) Sicily provides mission-critical communications support to U.S., NATO, and coalition forces operating in the U.S. Africa Command (AFRICOM), U.S. Central Command (CENTCOM), and U.S. European Command (EUCOM) areas of responsibility. Commander, Navy Region Europe (COMNAVREGEUR), SIXTHFLEET operating forces, Commander, U.S. Naval Air Station (NAS) Sigonella, Italy, its tenant commands and prescribed Department of Defense customers throughout the European Area of RespoThey are nsibility (AOR) and others as directed. 1.2. Overview This Performance Work Statement (PWS) specifies the requirement to provide local exchange access services, analog/digital/VoIP(SIP) access transport services, and an inter/intra-Local Access Transport Area (LATA) interconnect functions. These services shall be limited to official Government services and shall not include any unofficial services such as residential or business services for non-Government entities or contractors. The contractor is responsible to obtain all necessary licenses, government authorizations, professional certifications and insurance to include personnel and vehicles to carry out the requirements of this PWS. 1.3. Place and Ordering Period Dates 1.3.1. The contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design needed to perform and provide local access and transport services to designated demarcation point and destinations specified in Appendix 1. The contractor shall perform their services duties stated in this PWS at the Government facility and sites. 1.3.2. Ordering Period Ordering Period Dates Base Year 30 August 2026 – 29 August 2027 Year One 30 August 2027 – 29 August 2028 Year Two 30 August 2028 – 29 August 2029 Year Three 30 August 2029 – 29 August 2030 Year Four 30 August 2030 – 29 August 2031 Option per 52.217-8 30 August 2031 – 29 February 2032 Total 1.4 Alternate Place of Performance – Contingency Only As directed by the Contracting Officer Representative (COR), The contractor shall continue performance in emergency or mission essential conditions. Contractor employees may be required to work at home, another approved activity within the local travel area or at The contractor's facility in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, Base exercises, etc.). COR approval is required. To the extent possible, The contractor shall use best efforts to provide the same level of support in contingency situations, as stated in the PWS. The contractor shall account for the whereabouts of their personnel should this information be requested by the COR. -- 1 of 21 -- 2.0 SCOPE/TECHNICAL REQUIREMENTS 2.1. General. This Performance Work Statement defines contractor’s efforts that are required to provide Management network services for the design, engineering, operation, monitoring, maintenance, and project management for the necessary multiplexing compatible and integrated fiber/copper multiplexing equipment with all different and most common type of bandwidth transport cuts, labor, parts/materials, test equipment, tools, supervision, and all other components necessary to operate and maintain four PTT (Post Telephone and Telegraph) or Public Switched Telephone Network (PSTN) trunks (or their technical evolution, i.e. SIP VoIP Trunks, or equivalent services) connected to the existing Private Automatic Branch Exchange PABX’s at NAS II buildings 435/465 and NAS I building 320. The contractor shall port and maintain existing (20,000) DID (Direct Inward Dialing) numbers. The existing platform (PTT) is the medium on which land line outgoing traffic is currently generated. The contractor shall provide a detailed traffic list, broken down by DID number, in electronic format for traffic costs tracking and assignment to individual cost centers within Sigonella, and for cross-checking and validations of the invoices before submitting them to the WAWF system. Procedures shall be defined with the Sigonella BCO and shall be consistent with already established procedures for billing, invoices verification and other services of a similar nature. Correction of error on invoices shall happen on the basis of written communications between BCO administration and service provider administrative branch for billing and invoicing. The Contracting Officer’s Representative (COR) is responsible for monitoring and accepting all services identified in this PWS and into the Appendix 1. Appendix 1 identifies current and future services required, including characteristics, quantities and locations. In the event of technology platform evolution from PTT to a new platform (i.e. SIP VoIP Trunks, or equivalent services …), The contractor shall ensure that the change is executed without any service disruption to the government. The contractor shall also take all necessary measures to avoid any impact on the existing technology, providing all labor, parts/materials, test equipment, tools, supervision, and all other components necessary to operate and integrate it with the existing or the evolution of the Telephone switching environment (i.e. VoIP to TDM or VoIP to VoIP as directed by the Contracting Officer’s Representative (COR)). The contractor shall coordinate with the Contracting Officer’s Representative (COR) before installing, removing or changing equipment. The Government shall provide rack space and electrical power (48V DC / 220V AC at 50Hz) for the installation of The contractor’s transmission equipment.
