Description

Statement of Work – Langley Paintball Concessionaire 1.0. Scope of Work The contractor shall furnish all management, transportation, tools, supplies, equipment, and labor necessary to perform Paintball Concessionaire services on Joint Base LangleyEustis (JBLE), Langley Air Force Base (LAFB), Virginia (VA) in a manner that shall ensure continuous and reliable service to JBLE patrons. 2.0. Description of Services The contractor shall provide a designated area of play (Paintball field) to accommodate the Concessionaire and their temporary facility and patron parking area. The Paintball field will have easily identified boundaries and off-limit areas which shall be briefed by the QA. On occasion it may be necessary to alter the availability of the location as a result of scheduling conflicts. The Quality Assurance (QA) will provide the Concessionaire, in writing or telephonically, with a minimum of (48) hours' notice if and when such conflicts arise. 2.1. Provide a Safety Briefing and demonstration of equipment to all patrons at their first visit and develop a method of identifying those patrons upon recurring visits. The Safety Briefing shall include, but not be limited to, Paintball game rules, boundaries and off-limit areas, hazards, obstacles, field injury and actions to be taken in the event of an injury or emergency, conduct of patrons, and paintball equipment. 2.2. Provide Referees for all Paintball activities to ensure patrons adhere to Paintball game rules and safety. Shooting of Paintball/Airsoft Guns are only permitted in areas surrounded by protective netting. 2.3. Provide a receptacle in which unwanted paintballs may be discharged after play has ended. 2.4. Ensure patrons place their guns on safety, attach barrel plugs and then place them in the gun rack prior to leaving the playing field. 2.5. Ensure the Paintball field and surrounding areas are cleaned up at the end of each game and left in the same condition as prior to play. 2.6. Ensure supplies and equipment are accounted for and secured before departing the Paintball area. 2.7. Provide a temporary facility from which to operate the administrative and resale functions of the concession. 2.8. Schedule Paintball/Airsoft activities and provide such schedule to the QA two (2) weeks prior to date of play. Update the QA as to any changes after submission of schedule. 2.9. Collect all fees for the rental and resale function of the concession. 2.10. Obtain prior approval from QA for usage of Paintball/Airsoft Field beyond the operational hours. Any scheduling or plans for special programs and promotions shall be coordinated and approved by the QA. -- 1 of 4 -- Statement of Work – Langley Paintball Concessionaire 2.11. Have emergency communication equipment at the Paintball field in case of an accident. All costs associated with communications equipment will be the responsibility of the Concessionaire. 2.12. Provide promotional advertisement of games, points of contact and pricelist. 2.13. Resolve any conflicts that may arise between the Concessionaire and any park patrons that cannot be solved between the two parties. 2.14. The contractor shall maintain a minimum staffing level of two (2) field officials. 2.15. Ensure parent supervisor for age 17 and under. 3.0. Tasks 2.8 Schedule Paintball/Airsoft activities and provide such schedule to the QA Two weeks before scheduled date and upon any changes 2.12 Provide draft promotional advertisement of games, points of contact and pricelist. Within 5 business days of Contract Award 4.0. General Information 4.1. Hours of Operations: The normal hours of operation are 0730 to 1630 Eastern Standard Time (EST), Monday through Friday, excluding Federal Holidays. The contractor shall not be expected to be on-site on federal holidays unless scheduled in advance. The contractor shall be available to perform work outside of normal duty hours, including nights and possible weekends, as required to support missioncritical activities. The concessionaire shall obtain prior approval from QA for usage of Paintball/Airsoft Field to perform work outside normal duty hours. Any scheduling or plans for special programs and promotions shall be coordinated and approved by the QA. Recognized Holidays: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday President’s Day Memorial Day Juneteenth Independence Day Columbus Day Veteran’s Day -- 2 of 4 -- Statement of Work – Langley Paintball Concessionaire Thanksgiving Day Christmas Day 5.0. Place of Performance: The work to be performed under this contract will be performed at Bethel Recreation Area 123 Saunders Road Hampton VA 23666. 6.0. Key Control: Provide a key(s) to the Concessionaire for access to the Paintball field area. The lock and key(s) is/are considered accountable and property of the NAFI. If the lock and/or keys are lost or stolen, the Concessionaire shall be responsible for payment of a replacement lock and key(s) equal to or better than those lost/stolen. If additional copies of key(s) are required, the Concessionaire shall provide to the QA such request in writing. No keys issued to the Concessionaire by the NAFI shall be duplicated. Appendix A The concessionaire shall be responsible for providing and have access to the following rental equipment and supplies: 1. Cash register/ Cash box 2. 150 Paintball markers 3. 80 High Pressure Air (HPA) Tanks 4. 15 Bulk CO2 Air Tanks 5. 10 Bulk HPA Air Tanks 6. 150 American Society for Testing and Material (ASTM) certified paintball goggle system 7. 20 Repair kits for rental markers 8. 75 Cases of field paint 9. 20 Cases of Mid-Grade paint 10. 20 Cases of premium paint 11. 2 inflatable systems designed for Paintball Play activities 12. Obstacles such as hay bales, cable spools etc. (to be approved by QA) 13. Air Compressor capable of supplying 5000 psi 14. 2 ABC Fire Extinguishers, current certifications attached 15. Vehicle large enough to transport equipment and resale items to the field 1
