The scope of this requirement is anticipated to include design, analysis, fabrication, and full qualification of the three flight FRS systems plus one spare within the schedule delivery need dates captured in section 1.1.1. The FRS shall consist of an optical reference cavity (ORC) and associated electronics. All performance and Requirements are captured in LISALSR-FRS-REQ-0067 1.1.1 Mission Lifetime and Target delivery date Mission Lifetime – 6.5 years Targeted delivery dates: Flight unit #1 – February 9 2029 Flight unit #2 – September 4 2029 Flight unit #3 – March 11 2030 Flight spare – May 31 2030 Number of deliveries – 3 flight units, 1 spare unit -- 1 of 6 -- LISA FRS Sources Sought Notice Attachment A 2 1.2 FRS Performance Requirements Requirements are in LISALSR-FRS-REQ-0067. 1.2.1 Reviews As part of the development approach, the vendor should conduct and provide technical and programmatic data for the following reviews: • Requirements Review (RR) • Preliminary Design Review (PDR) • Critical Design Review (CDR) • Pre-Environmental Review (PER) for each unit • Pre-Shipment Review (PSR) for each unit These reviews should meet the NASA/GSFC Criteria for Flight and Flight Support System Lifecycle Reviews, GSFC-STD-1001A. After each review, the vendor will provide formal responses to all requests for actions (RFAs) to the LISA Project for approval. In addition to the above reviews, the vendor will provide support to these mission reviews: • LISA Project Preliminary Design Review (MPDR) • LISA Project Critical Design Review (MCDR) The vendor will also conduct monthly status reviews (MSRs) virtually or at the vendor facility (as conditions warrant) to review the technical, schedule and programmatic activities. At a minimum, these reviews should include the status of work being performed (e.g., schedule and milestone progress), changes to design parameters and technical performance metrics, and description and status of technical issues, including anomalies and mishaps. In addition to the meetings and reviews described above, the vendor will support periodic, informal meetings and telecons with the LISA Project. 1.2.2 Analysis The vendor shall perform all necessary analysis to validate the design and requirements. 1.2.3 CDRL Documentation The vendor will develop, deliver, and maintain all documentation for the assembly and its interfaces, including, but not limited to - Analysis supporting design (thermal, mechanical, electrical and optical analysis) - Interface control document, Mechanical Interface control document (MICD) - Environmental test procedures, reports - Parts and material List -- 2 of 6 -- -- 3 of 6 -- LISA FRS Sources Sought Notice Attachment A 4 2.0 INFORMATION REQUESTED This Sources Sought Notice is for planning and information purposes only.
