LCB RE-KEY CORE REPLACEMENT

Statement of Work Master Key System Replacement and Lock Core/Cylinder Furnish and Installation Department of the Interior – Bureau of Reclamation Lower Colorado Basin Campus Facility 1. Background The Department of Interior (DOI), Bureau of Reclamation (BOR), Lower Colorado Basin (LCB), operates a campus-style federal facility consisting of eleven (11) buildings located within a secured fenced compound, as well as three (3) additional buildings located approximately 0.1 miles from the main campus. The facility currently utilizes multiple commercial-grade locking systems including Assa Abloy and Best hardware. Approximately three hundred and sixty-two (362) doors, padlocks, and associated locking devices require re-keying and/or re-coring. Please reference Attachment 2 Core Breakout by buildings. Due to the critical nature of the LCB facility and its role in supporting water and power delivery operations, maintaining strict physical security and key control is essential. 2. Purpose The purpose of this Statement of Work (SOW) is to obtain all labor, supervision, materials, tools, equipment, transportation, and incidentals necessary to re-key and/or re-core designated locks and cylinders throughout the DOI BOR LCB facility. The contractor shall establish a new master key system that enhances facility security, restores key accountability, and renders all previously issued keys inoperable. 3. Objective The contractor shall: Re-key, re-pin, replace, or re-core existing lock cylinders and interchangeable cores. Establish a new facility-wide master key system. Maintain strict key control throughout the project. Ensure all work complies with DOI physical security requirements and applicable industry standards. 4. Tasks A. Facility Survey The contractor shall: Conduct an on-site survey of all doors, locking hardware, cylinders, padlocks, and keyways included within the project scope. Verify quantities, hardware types, cylinder compatibility, and operational condition. Identify defective or damaged hardware requiring replacement. Coordinate all access requirements and work schedules with the Contracting Officer Representative (COR) or designated Government representative. Provide recommendations regarding incompatible or obsolete hardware discovered during the survey. Coordinate work to minimize disruption to Government operations. Ensure all work areas remain clean, safe, and operational at the conclusion of each workday. B. Re-Keying / Re-Coring Services The contractor shall re-key, re-pin, replace cylinders, and/or replace interchangeable cores for all designated locking devices, including but not limited to: Office doors Exterior perimeter doors Mechanical rooms Electrical rooms Telecommunications and IT/server rooms Storage rooms Secure and restricted-access areas Utility spaces Interior offices Padlocks Cabinet locks (if applicable) Additional requirements: All locks shall be tested after servicing to ensure proper operation. Existing hardware shall remain functional and compatible with the new keying system. Any defective cylinders or hardware identified during the project shall be reported immediately to the COR. Replacement of defective hardware shall only occur upon Government approval. Estimated quantity: Approximately 362 doors/padlocks. C. Master Key System The contractor shall develop and implement a new master key system in accordance with DOI security requirements. The master key system shall include, as required: Grand Master Keys Master Keys Sub-Master Keys Individual Change Keys Requirements: Keying hierarchy shall be reviewed and approved by the COR prior to implementation. Contractor shall maintain confidentiality of all key bitting and key code information. Key duplication shall be restricted and controlled. All cores and cylinders shall be keyed to prevent unauthorized interchangeability unless otherwise directed by the Government. Coordinate work to minimize disruption to Government operations. Ensure all work areas remain clean, safe, and operational at the conclusion of each workday. D. Key Control and Accountability The contractor shall: Stamp or permanently mark all keys “DO NOT DUPLICATE.” Maintain strict accountability for all issued and unissued keys during the project. Secure all keys, cores, and related materials while on-site. Immediately report any lost keys, compromised hardware, or security incidents to the COR. Provide a complete written key inventory upon project completion. Deliverables shall include: Key inventory list Key assignment records Core/cylinder identification schedule Master key schedule Door-to-key matrix (if required) All keys shall be delivered directly to the COR or authorized Government representative. 5. Materials The contractor shall provide all necessary materials including, but not limited to: Lock cylinders Interchangeable cores Keys Pins and springs Replacement hardware (as approved) Identification labels or tags Associated locksmith consumables Requirements: All materials shall be commercial-grade and compatible with existing hardware. Substitute materials shall not be used without Government approval. All products shall meet applicable ANSI/BHMA standards where applicable. 6. Security Contract personnel will be provided detailed information regarding authorized parking locations at each site while performing work under this contract. The following security requirements shall apply to all contractor personnel: Contractor-issued or Government-issued identification badges shall be worn and visible at all times while on Government property. Badges will be issued and collected daily by LCB Security personnel. Contractor personnel shall comply with all DOI, BOR, and LCB security procedures and access requirements.
