NAVY EXCHANGE SERVICE COMMAND (NEXCOM) WEST COAST, CHINO, CA
LEASE TO PURCHASE
The following Technical Requirements and Specifications are listed below. Preference will be
given to Offerors who have or are willing to construct any site improvements necessary to meet
the facility requirements. The Offeror must be able to meet the minimum requirements at the
time of offer submission and if offeror(s) cannot, they will be considered non-responsive.
Minimum Technical Requirements: The requirements below will have a rating of met or not met.
• Facility Age: Facility must be less than or equal to 35 years old. Over 35 years old does
not qualify and is non-responsive.
• Building Size: Total building size must be a minimum of 400,000 SF. Total building size
of less than 400,000 SF will be considered non-responsive. Total building size must
allow for approximately 8,000+ SF of office/administrative space.
• Interior Height: Interior warehouse must have a minimum height clearance of 30 feet.
Interior height less than 30 feet will be considered non-responsive.
• Building Shape: The building shape must be square or rectangular. Other shapes will be
considered non-responsive.
• Utilities: Mains, lines and meters for utilities shall be provided by the Lessor.
Maintenance of mains, lines, and meters shall be provided by the Lessor as part of the
rent. All utilities will be included. The Lessor shall ensure utilities necessary are
available for operations twenty-four (24) hours a day, seven (7) days a week. Any known
outages for maintenance will be coordinated with the local Government representative in
advance.
• Site Access: The Government shall have access to the leased space, including parking
spaces, 24 hours per day, 7 days per week, including federal, state and local holidays.
• Maintenance: The Lessor is responsible for all building maintenance and repairs
including yard maintenance and HVAC for the duration of the lease. The Lessor shall not
be responsible for maintenance and repair for GF/GI.
• Accessibility: The facility must meet all applicable codes and regulations for
handicapped accessibility. Criteria and standards of accessibility for the handicapped for
DoD owned or funded facilities is set forth in 36 CFR 1191, Americans with Disabilities
Act (ADA) Accessibility Guidelines for Buildings and Facilities; Architectural Barriers
Act (ABA) Accessibility Guidelines and will be applied to buildings and facilities leased
by the Department of Defense (DoD). If, at any time of leasing, leased space meets past
or present state or local codes for handicapped accessibility and provides the features
required by that section, the space may be used as is or altered to comply with 36 CFR
1191 at the option of the agency responsible for the budget for acquisition and used space.
If space is subsequently altered and/or expanded, to the extent it is leased by the
Government, then alterations shall comply with requirements established in 36 CFR
1191.

• Seismic Safety: The building must meet Seismic Safety standards acceptable to the
Government. Offers that are responsive to this RFP will be evaluated in accordance with
the Seismic Design of Buildings, Unified Facilities Criteria (UFC 3-301-01), Structural
Engineering, and Naval Facilities Engineering Command Instruction (NAVFACINST
11000.40), Seismic Hazard Mitigation Program.
Specifications:
• Dock Doors: Must provide a minimum of 65 dock doors. Each door must have vertical
lift dock doors. Although preference is for dock door opening is 9’ wide x 10’ high
(standard size), dock door opening of 8’ wide X 10’ high are acceptable. Each door must
have installed dock aprons/seals to close the gap from trailer to building. Stop/Go lights
dock door system is required. Dock door fans/lights are required. Facilities which have
less than 65 doors, doors without dock aprons/seals to close the gap from trailer to
building, no Stop/Go light dock door system, no dock door fans and lights, or with dock
doors smaller than 8’ wide X 10’ high will be considered non-responsive. Must have a
minimum of one grade level dock door ramp.
• Dock Leveler Ramps: Each dock door must have full size dock leveler ramps measuring
7’ wide x 8’ long (standard size), either with push button automation or operated by a pull
chain. Each dock leveler ramp must be in functional working condition and have a
minimum of 30,000-pound capacity.
• Office Space: Primary administrative office space must allow a minimum of 5,000 SF to
be located at the main entry point of the building. Secondary administrative office space
must allow a minimum of 3,000 SF to be located within the main warehouse processing
floor. Both primary and secondary offices require heating, ventilation, and air
conditioning, telephone/computer connectivity, power, and lighting.
• Lighting: Lessor shall provide interior and exterior lighting in accordance with the
United Facilities Criteria (UFC) 3-530-01, 09 February 2023, Change 1, 15 December
2023 Locations that do not meet the requirements of the UFC will be considered non-
responsive, to include, but not limited to, the use of LED and requisite warehouse lighting
for handling small-sized items in an active pick environment. Lighting shall be measured
in 5 different areas of the warehouse space and must average greater than 20 foot-candles.
At lease commencement, all outside and inside lights must be in working order. Lessor
shall install all replacement bulbs, lamps, tubes and ballasts for both outside and inside
lights at no cost throughout the duration of the lease term.
• Parking: Building must have a minimum of 200 automobile parking spaces including
handicap requirements per code.
• Trailer Yard: Trailer yard must be heavy duty asphalt and/or reinforced concrete. Must
have 60’ deep reinforced concrete apron at each dock door. Must have reinforced
