June 12, 2026 Statement of Work (SOW) PROJECT TITLE: Tool for News, Legal, Due Diligence, and Public Records Research 1. BACKGROUND: The mission of the Research & Information Services (RIS) at the Export-Import Bank of the US (EXIM) is to support the work of EXIM officials and employees who serve exporters and other clientele by providing high-quality and useable information delivered in a timely fashion. EXIM’s Research & Information Services (RIS) has a long history of subscribing to major news/legal aggregator databases and each one serves a unique purpose. While there is some overlap in sources, each platform provides its own exclusive content. 2. SCOPE Research & Information Services provides information to EXIM Bank staff and requires a robust online research platform. This database must meet our strict requirements as it is part of an existing set of work processes and procedures related to our daily news service, the Bank’s due diligence practices, and RIS news, legal and legislative reference work to support EXIM staff. The LexisNexis platforms include SmartLinx, Social Media Locator, Universal Beneficial Owner, Newsdesk indexes at least 40,000 premium news and business sources, including web and social media outlets, and contain a deep archive going back at least 40 years. The database shall possess a wide array of capabilities including, but not limited to: • In-depth news searching on current and historical domestic and global topics. • Automatic information alerts for EXIM Bank staff. • Up to the minute news service enabling redistribution of licensed content to EXIM staff designated as “readers” via email or accessible on the agency’s intranet. • Database for due diligence searching, providing universal beneficial ownership data for global, private and public companies. • Advanced legal research platform providing access to: o national and international case law across numerous practice areas including commercial law (UCC) and international trade law, o practical legal guidance, o statutes and legislation, o legislative histories, including an up-to-date Export-Import Bank legislative history, o administrative materials, o legal news, including access to law reviews, and treatises, -- 1 of 2 -- June 12, 2026 o tracker of presidential executive orders and memoranda, o CLE study materials, and o Shepard’s Citation system (similar to Westlaw’s KeyCite). • Public records service providing in-depth searching of U.S. federal and state information. 3. APPLICABLE DOCUMENTS: None. 4. SPECIFIC TASKS: Task 1. Provide online access to platforms for up to 20 users. Task 2. Provide access to online platform via a username and password. Task 4. 24/7 customer service and technical support Task 5. Training from a LexisNexis Consultant. 5. DELIVERABLES AND DELIVERY SCHEDULE: Delivery of database access is on September 30, 2026, and subsequently on September 30th of each option year. 6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: None. 7. PLACE OF PERFORMANCE: Contractor shall prepare and load data at worksites they define. Compilation of data is not required to be done at a specific place of performance. EXIM shall access platform online. 8. PERIOD OF PERFORMANCE: September 30, 2026 – September 29, 2027 (base year) Anticipated period of performance will be 5 years, a base period, plus four twelve-month option periods. 9. SECURITY: Unclassified. URLs, usernames and passwords shall be provided to EXIM upon request. Contractor shall secure their data and computers. EXIM business is confidential; contractor shall keep EXIM queries and interests private. -- 2 of 2 --
