This is a combined synopsis/solicitation for commercial items prepared in accordance with the
Federal Acquisition Regulation (FAR) RFO Part 12, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation; quotes are being requested
and a written solicitation will not be issued. The solicitation number is 75F40126Q132996. This
solicitation is issued as a Request for Quote (RFQ).
The associated North American Industry Classification System (NAICS) code for this acquisition is
811210 – Electronic and Precision Equipment Repair and Maintenance; the applicable Small Business
Size Standard is $34 million. This requirement is solicited as full and open; any sized business under

Requirement
The US FDA, National Center for Toxicological Research (NCTR), Biochemical Toxicology requires
a Preventative Maintenance & Unlimited Repair Service Agreement (“AB Assurance” or equal plan)
on a Life Technologies QuantStudio 7 Flex Real-Time PCR (qPCR) (S/N: 278871548) to maintain
the functionality of the equipment for ongoing research purposes. The instrument is heavily used in
providing data in support of NCTR approved Protocols. The Life Technologies QuantStudio 7 Flex
Real-Time PCR (qPCR) is currently under a service agreement which expires on 08/14/2026 so a new
service agreement will begin on 08/15/2026. This requirement is for a Base year plus two option
years.

All services required are as noted below:
Minimum Performance Requirements for the Preventative Maintenance & Unlimited Repair
(“AB Assurance, or equal) Service Contract:
1. Shall include all parts, labor and travel necessary to provide preventative maintenance and
unlimited corrective repair services on the entire Life Technologies Quantstudio 7 Flex Real-Time
PCR (qPCR) (S/N: 278871548)
2. Shall include one (1) Preventative Maintenance inspection per service agreement year on the
qPCR and accessory blocks (Fast 96-well, 384-well, and TaqMan Array Cards)
3. Shall include calibration and temperature verification of blocks
4. During a PM service visit, the field service engineer shall perform inspection of the system,
software update if required, cleaning, lubricating, and alignment of relevant mechanical parts,
cleaning and alignment of optical systems, functional tests and performance verification,
documentation of maintenance tasks, results, and findings.
5. Shall include guaranteed priority response time of 2 business days after receipt of a service call.
6. Scheduled and emergency service shall be performed between the hours of 8:00 am and 5:00 pm
Monday through Friday, excluding holidays.
7. Shall include priority telephone and email access to instrument technical support.
8. Remote support shall be available.
9. Shall include an Original Equipment Manufacturer (OEM) formally trained and certified
technicians/engineers for all maintenance and repair activities performed
10. The maintenance and repair activities shall be performed following the OEM specifications,
manuals and service bulletins, using new OEM replacement parts, components, subassemblies,
etc.
Deliverables: Service Records and Reports: The Contractor shall, commensurate with the
completion of each preventive maintenance service visit, provide the end-user of the equipment with
a copy of a field service report/ticket identifying the equipment name, manufacturer, model number,
and serial number of the equipment being serviced, a detailed description of the work performed, the

test instruments or other equipment used to perform the service, the name(s) and contact information
of the technician who performed the service, and for information purposes, the on-site hours
expended, and parts/components replaced. In addition, the Contractor shall provide a written report
to the FDA COR and Contract Specialist, summarizing all maintenance activities (including warranty
work) each time service is performed.
Preventive maintenance/repair visits shall not be scheduled during Federal Holidays or Federal
Closures as determined by Executive Orders or opm.gov. Federal Holidays are as follows:
