Project Identification: Oakland Air Route Traffic Control Center (ARTCC) 1. Project Location: 5125 Central Avenue Fremont, CA 94536 1.3 WORK COVERED BY CONTRACT DOCUMENTS A. Furnish all materials, labors, equipment, transportations and services required or necessary for the following electrical work: 1. Remove existing light fixtures and lighting control panels. 2. Provide and submit approved submittals, shop drawings and control diagrams. 3. Provide and install LED light fixtures and lighting controls for the Automation Wing 1 st floor area. B. Intent of Specifications 1. All work performed and all materials and equipment used shall be approved by the Contracting Officer Representative (COR). This shall include but is not limited to inspection, scheduling, reporting and submittals. 2. Titles to divisions and sections of the specifications referring to subcontractor, division of work by trade, or type of work are introduced merely for convenience in reading the specifications and do not imply any separate contractual arrangement of work assignments. Such separations into titled divisions and sections shall not operate to make -- 3 of 82 -- REPLACE LIGHTING AND DIMMER SYSTEM SEPTEMBER 2025 OAKLAND ARTCC, FREMONT, CALIFORNIA SUMMARY 011000 - 2 the Government an arbiter to establish subcontract limits between the Contractor and subcontractors or between the subcontractors themselves. 1.4 FAA-FURNISHED PRODUCTS A. FAA-Furnished Products: None 1.5 USE OF PREMISES A. Contractor shall have use of the ARTCC premises for removal and installation activities, limited as indicated on project drawings and as otherwise addressed. B. Use of Site: Limit use of premises to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. 1. Limits: Confine project operations within the Automation Wing 1 st Floor area. 2. Storage of materials: Contractor shall coordinate with COR to store materials and shall assume full responsibility for the protection and safekeeping of products stored on the site. 3. Contractor parking will be as designated, which is located in the far north side of the ARTCC. 4. FAA occupancy and operations: The ARTCC is a continuously occupied critical facility operated to assure air traffic safety. FAA occupancy of Project site shall occur during all project activities. Operations shall take precedent over all construction and installation activities. C. Temporary Toilets: Contractor shall provide portable toilets and wash sinks for their use. Contractors are not allowed to use the ARTCC restrooms. Portable toilets and wash sinks shall be maintained in sanitary manner. 1.6 ACCESS TO SITE A. Precautions - The ARTCC is a 24 hour, 7 day per week operating facility occupied by Air Traffic Controllers and Technical Operations personnel. The function at the facility is vital to the safety of the flying public. In the event of any actual or potential conflict, air traffic control activities shall have priority over all Contractor activities. It is absolutely mandatory that the Contractor schedule and plan all construction activity and coordinate with the Contracting Officer Representative (COR) so that normal operations may continue. No unplanned disruption or interruption to the facility operation can be tolerated at any time. B. Driveways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to the FAA and emergency vehicles at all times. Do not use these areas for parking or storage of materials. All deliveries shall be coordinated with the Contracting officer Representative. 1. Schedule deliveries to minimize vehicle lines on driveways and entrances. 2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. C. Condition of Existing Building (interior and exterior), Paving, Lawns, Curbs and Sidewalks: Contractor shall restore, repair any damage it caused due to accidental or -- 4 of 82 -- REPLACE LIGHTING AND DIMMER SYSTEM SEPTEMBER 2025 OAKLAND ARTCC, FREMONT, CALIFORNIA SUMMARY 011000 - 3 incidental negligence and to project operations. Building occupants must be kept safe at all times. 1.7 SECURITY REQUIREMENTS A. Security ID Badging Requirements - Contractor personnel shall be subject to a security investigation by the FAA and shall obtain FAA Identification Media Badge prior to start of on-site work. 1.
