4.0 PWS Feedback and Future Capabilities
The USG seeks targeted feedback on the PWS to ensure it enables, rather than constraints,
the delivery of modern, efficient, and effective logistics support.
4.1 Technology Enhancements: Looking forward 10-20 years, what specific technology
enhancements (e.g., in autonomy, AI, data analytics, resilient communications,
sustainable energy) do you believe are critical to incorporate into the LOGCAP PWS to best
support the future operational environment?
4.2 PWS – Restrictive Language and Other Inhibitors to Innovation: The PWS is intended to
enable the delivery of modern, efficient, and innovative logistics support. Please identify
any specific requirements, standards, Acceptable Quality Levels (AQLs), or mandates in
the current Draft PWS that you view as counter productive. Please structure your response
by identifying elements that:
a) Inhibit Commercial Best Practices: Language that is overly prescriptive and
prevents you from proposing more efficient or cost-effective commercial
solutions (e.g., outcome-based maintenance vs. fixed inspection cycles).
b) Degrade or Conflict with Proven Systems: Mandates to use specific government
systems (e.g., GCSS-Army) that conflict with or degrade the efficiency of your
proven, proprietary commercial systems for planning, execution, or reporting.
4.3 Warfighter Readiness: From your perspective, does any language or requirement in the
Draft PWS have the unintended consequence of limiting warfighter readiness, slowing
response times, or reducing operational flexibility? Please provide specific examples and
suggest alternative language.
4.4 Data-Centric Reporting: The Draft PWS outlines numerous CDRL deliverables. To create
a more data-centric and efficient reporting structure, please identify:
a) The top three CDRLs you believe could be eliminated and replaced with direct
access to a contractor's data dashboard or automated "report-by-exception" alerts.
b) The key performance indicators (KPIs) that would provide the government with
superior insight for those specific reporting areas.
c) Any specific technical barriers (e.g., lack of API access to government systems
like GCSS-Army) that must be addressed in the PWS to make this data-as-a-service
model a reality.

4.5 Risk Allocation for Contested Logistics: The PWS requires operations in contested
environments. Does the current PWS language provide a fair and realistic framework for
allocating risk between the government and the contractor for events such as:
a) Government-directed use of high-risk transportation routes?
b) Loss of contractor or contractor-managed equipment due to kinetic action
c) Mission delays or performance failures attributable to cyber-attacks on
commercial logistics networks
d) Force protection conditions degrading below the assumptions in the PWS
e) Other contested logistics risk categories not addressed above
4.6 Data Integration Strategy: Government-Provided "Control Tower": A core LOGCAP VI
objective is enabling a unified, data-driven common operating picture across all awarded
primes and across all COCOMs. The Government is evaluating multiple architectural
approaches, including (but not limited to) Government-Owned/Contractor-Operated
platforms, contractor-provided platforms with Government data rights,
federated/interoperable approaches, and hybrid models. To inform that decision, address
the following:
a) Architectural Trade-Offs: For each of the architectural approaches identified
above (and any others you propose), identify the principal advantages and risks from
a contractor performance, cost, and innovation perspective.
b) PWS and Technical Requirement Considerations: Regardless of which
architecture the Government selects, what PWS language, data standards, API
specifications, and governance structures would best position any prime contractor
to integrate effectively while preserving operational efficiency? Consider open
standards, interface control documents, and change control governance.
c) Critical Data Elements: What are the top five most critical data elements (e.g.,
Equipment Readiness Rate, Financial Burn Rate, Personnel Fill Rate, Supply Chain
Delivery Time, AQL Exception Alerts) that any common data schema must include to
enable real-time Government oversight across all COCOMs? For each, identify the
source system, refresh frequency, and any known integration barriers with
Government systems (e.g., GCSS-Army, GFEBS).
