STATEMENT OF WORK TO PROVIDE TECHNICAL ASSISTANCE DURING REPAIR OF LPAP #6 SCOPE This Statement of Work (SOW) defines the effort to provide technical assistance services in to conduct repairs/troubleshooting on (1 EA) RIX Technologies Model MARC 350B Low Pressure Air Plant (LPAP) Compressor #6 onboard a Ford Class Vessel during FY 26 Periodic Incremental Availability (PIA). The components to be worked is LPAP #6. Background: Ford Class Vessel FY 26 PIA work package included overhaul/repair of #6 LPAP. Shipboard testing and inspections were conducted by Norfolk Naval Shipyard (NNSY) Engineering . Technical findings provided by NNSY Engineering Code’s have been utilized to develop the technical work requirements of this SOW. Period of Performance: Repair not to exceed agreed upon POP end date August 07 2026 – February 05 2027. Contractor Roles: Contractor is the Original Equipment Manufacturer (OEM) and technical expert for the operation, repair/overhaul, and testing of the RIX Technologies Model MARC 350B Low Pressure Air Plant compressor per Reference (2.1). Contractor Responsibilities: Badging and Security: All Contractor personnel shall obtain access to the installation through enrollment and registration into the Defense Biometric Identification System (DBIDS) and IAW Standard Item 009-01. The Contractor shall provide the Contracting Officer with the name of their designated Service Contractor Administrator (SCA) for enrollment in DBIDS. Contact the Contracting Officer’s Representative (COR) or Contracting Officer’s Security Officer for assistance as needed. Once enrolled, the Contractor must provide the DBIDS Registrar with an approved employee list and then direct their employees to register into DBIDS. An FCL is required in order to submit a proposal. See Attachment A. Contractors shall be accessing Machinery Spaces that may contain UNNPI and/or NOFORN information. SECURITY CLEARANCE REQUIRED: Confidential – Red Badge. Contractor shall attend a Work Integration Project Brief prior to beginning work. Safety: Per FAR 22.102-1(a) entitled “Safety”, Contractors are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard cognizance must follow Federal and State OSHA requirements, OSHE OSHECM Chapter Hazardous Energy Control (HEC) requirements, or safety requirements for site specific location of the contract. Contractors and Non-NNSY Government Agencies (NNGAs) are hereby informed that their employees or representatives present on property under Norfolk Naval Shipyard (NNSY) cognizance must adhere to Federal OSHA requirements for hazardous energy control IAW 29 CFR 1915.89 and must follow Hazardous Energy Control (HEC) procedures as identified in NAVSEA’s Occupational Safety, Health, and Environment Corporate Manual (OSHECM) Chapter 250 (latest revision), when performing work under NNSY contract. All HEC work to be performed by Contractors and NNGAs requires that NNSY Technical Point of Contact be informed of the change/deviation. Appendix 250.B-1 through B-3 of OSHECM Chapter 250 for multiple employer work identifies when Contractors and NNGAs are required to assign their Lockout/Tags-Plus Coordinator (LOTC) to coordinate HEC work with the cognizant NNSY LOTC. HEC locks shall be provided by the contractor or NNGA for their employees use. The HEC locks shall have red bodies with name labels or name tags affixed, identifying who installed the HEC lock(s) and a point of contact telephone number. HEC lock name labels and tags must be made of materials that will hold up to the environment to which they are exposed. HEC tags used for Tags-Plus HEC work shall be provided by the cognizant NNSY LOTC to the contractor or NNGA for their use if machinery, equipment, or systems (MES) cannot be locked out. OSHECM Chapter 250 Tags-Plus procedures will be strictly followed. Contractors and NNGAs may obtain electronic copies of OSHECM Chapter 250 (latest revision) and access the OSHA 1915.89 web site by using the following link to NNSY’s public access web site: http://www.navsea.navy.mil/shipyards/norfolk/default.aspx Names and contact information for NNSY LOTCs and/or the Building Monitor will be provided by NNSY TPOC and/or CORs set forth elsewhere in this award document. Cleanliness: Contractor shall maintain Level II Cleanliness on Ship’s Service Air Compressors Air System Components and Level III Cleanliness on the SSAC Seawater System Components in accordance with Reference (2.6). A Cleanliness Verification sign-off (Attachment A) will be required upon completion of work IAW NSI 009-001. Quality Assurance shall be performed IAW NSI 009-004. Ship Assessment/Inspection: Contractor shall accomplish the requirements of NAVSEA Standard Item 009-121, paragraphs 3.1 thru 3.1.1.1 and 3.1.2 thru 3.1.2.4 prior to working onboard the vessel. System Isolation: Contractor shall review Work Authorization Form (WAF) with NNSY and Ship’s Force to ensure understanding of authorized work areas prior to starting work. Ensure the isolation, de-energizing, drainage of isolated area and depressurization of mechanical, electrical, electronics and pressure systems is accomplished. Contractor shall attend meetings as needed with NNSY (APS, COR, engineering, etc.). NNSY may increase or decrease frequency of meetings as demanded by project scheduling. Contractor may call into meetings via telephone if prior approval from APS has been obtained. Contractor …
