1.0 Description of Services
1.1 Objective: This Performance Work Statement (PWS) describes the requirements to provide
all qualified personnel, transportation, tools, equipment, materials and services required to
remove various dead trees, stumps and re-sod on Little Rock AFB, AR 72099. The contractor
shall accomplish all services below to meet the requirements of this Performance Work
Statement (PWS). Work shall be in compliance with all Federal, State and local regulations,
codes OSHA 29 CFR 1910, CPL 02-00-164 and Tree Care and Pruning Standards and ANSI
A300. Contractor shall provide estimated start date to Contracting Officer (CO) within 15 days
of contract award. Work shall be accomplished within 90 days of contract award.
1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States
Air Force (USAF) to ensure infrastructure and personnel safety with the removal of dead or
dying trees.
1.3 Background: Multiple trees throughout the installation have been identified as dead or dying
due to disease/stressed. Removing these trees and stumps along with sodding will minimize
safety hazards to personnel, facilities, and vehicles.
1.4 Non-Personal Statement: The Government will neither supervise contractor employees nor
control the method by which the contractor performs the required tasks. It shall be the
responsibility of the contractor to manage its employees and to guard against any actions that are
of the nature of personal services or give the perception of personal services. If the contractor
feels that any actions constitute, or are perceived to constitute personal services, it shall be the
contractor’s responsibility to notify the Contracting Officer immediately. These services shall not
be used to perform work of a policy/decision making or management nature, (e.g., inherently
governmental functions). All decisions relative to programs supported by the contractor shall be
the sole responsibility of the Government.
1.5 Subcontract Management: The Contractor shall be responsible for any subcontract
management necessary to integrate work performed on this requirement and shall be responsible
and accountable for subcontractor performance on this requirement. The prime Contractor will
manage work distribution to ensure there are no Organizational Conflict of Interest (OCI)
considerations. In the event a situation occurs which may give rise to the appearance of an OCI,
the contractor will notify CO, identify the circumstances and provide the contractor’s proposed
approach to avoid, neutralize or mitigate the OCI. Contractors may add subcontractors to their
team after notification to the Contracting Officer (CO).
1.6 Waste Disposal and Recycling: All waste disposals are the responsibility of the contractor
to include any fees or permits. It is mandatory to recycle Little Rock AFB. Contractors must
separate material (wood, metal, cardboard etc.) and turn in all recyclable material to the 19 CES
Recycling Center at 501-987-6611. Contractor shall coordinate recycling containers through 19
CES/CEOES at 501-987-7187.

2.1 Periodic Validations: This method requires the Government Representative to employ a
“spot check” style of evaluation while work is being performed.
3.0 Government Property: Government property will not be provided.
3.1 If a crane is required for any tree removal process, by Federal Law an airfield waiver must
be accomplished and signed off by the FAA. This takes a minimum of 60 days to complete and
will delay work till it is completed.
4.0 Technical Requirements:
4.1 Technical Requirements, Tree, Stump Removal and Re-sod:
4.1.1 The contractor shall perform tree and stump removal on 31 trees according to this
Performance Work Statement. Stumps will be ground down to 4-inches below grade where
identified (See attached maps and table in Appendixes B & C for tree list location, information
and tree disposal area). Add 4-inch topsoil and re-sod over stumps according to Appendix B.
Remove trees and debris shall be carried away to locations set by the government representative.
Contractor shall notify CEOES prior to work commencement to enable notification of facility
managers and/or affected personnel.
4.2.2 Re-Sod and Add Topsoil: See Appendixes B & C for tree areas to add topsoil and re-sod
requirements.
4.2.3 Contractor will coordinate with the Government Representative 10 days prior to closing
off any roads or access to base facilities.
4.2.4. Contractor will need to cordon off areas to protect personnel/vehicle from harm or access
during tree cutting operations.
4.2 Period and Place of Performance
4.2.1 Contract/Order Period of Performance: The period of performance for the contract/order is
90 days from award and shall extend for additional 60 days due to mission requirement or
weather.
4.2.2 Place of Performance: These services will be performed at multiple areas on Little Rock
AFB, AR 72099.
