Attachment 1 M4 Rifle and Parts (5.56x45mm NATO) Statement of Work (SOW) 70B06C26Q00000082 Revision 1 April 27, 2026 -- 1 of 39 -- 2 1. BACKGROUND: 1.1. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) has a requirement for the procurement of complete M4-Style Armalite Rifle (AR) platform rifles chambered in 5.56x45mm NATO, as well as all associated parts and accessories. 1.2. Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. Relevant components will be allowed to place delivery orders against the contract with approval from the Contracting Officer. This contract will be awarded and administered by U.S. Customs and Border Protection (CBP). SCOPE: 2.1. The intent of CBP is to contract for a family of M4-Style AR platform rifles, replacement parts, accessories, and armorer training. This statement of work delineates the required performance and technical specifications for these items. 2.2. The contract shall provide various configurations of complete rifles, complete upper receiver assemblies, complete lower receiver assemblies, and all individual parts that make up these items. All parts and components shall also be available as individual contract line items in bulk or separately. 2.3. Schedule of Supplies shall include a comprehensive list of all parts that comprise each complete rifle. 2.4. Armorer training shall be included throughout the contract, ensuring designated agency armorers achieve and maintain OEM Armorer Certification. -- 2 of 39 -- 3 2.5. Vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping, and handling (FOB destination), and invoicing/payment support. 2.6. Vendor shall provide manufacturer’s performance and technical specifications of items required for submission that are not otherwise specified in the SOW. Specifications shall address all technical requirements listed within this document. 3. APPLICABLE DOCUMENTS: 3.1. TECHNICAL REQUIREMENTS: Unless specifically denoted, all parts (individually or as part of an assembly) shall be interchangeable with MILSPEC M4 Style AR platform rifles. All submissions must conform to the specifications noted. For the purposes of this Statement of Work (SOW), MILSPEC refers to the design, material, manufacturing, and performance standards established by the U.S. Department of Defense for M4-style AR platform rifles and components. CBP defines MILSPEC as meeting these standards to ensure full compatibility, reliability, and interchangeability with standard-issue military rifles and parts. • Compliance with Military Specifications: All parts, assemblies, and complete rifles designated as MILSPEC must -- 3 of 39 -- 4 be manufactured, constructed, and assembled in accordance with the applicable U.S. military specifications or standards referenced within this SOW unless specifically noted in the section for the specific part (e.g., MIL-DTL-71186B for M4A1 Carbine, MIL-B-11595E for barrel steel). • Interchangeability and Compatibility: MILSPEC items must be fully interchangeable with the corresponding components of a Colt brand M4A1 5.56mm Carbine. This includes dimensional, material, and functional compatibility to ensure seamless integration and reliable operation. • Performance Requirements: MILSPEC items must meet or exceed the performance requirements outlined in the referenced military standards, including but not limited to durability, reliability, corrosion resistance, and operational effectiveness under specified testing protocols. • Quality Assurance: MILSPEC items must be subject to rigorous quality control and assurance processes, and must pass all applicable inspections and testing as described in the SOW and referenced military documents. • Documentation and Traceability: MILSPEC compliance must be supported by manufacturer documentation, certifications, and, where applicable, authorized distributor letters. 4.1. Complete Rifles All complete rifles shall be: a. Fully assembled b. Head-spaced, and test fired c. Upper and lower receivers shall be hardcoat anodized (Type III, class 2). d. All parts requiring finishing/coating shall be finished/coated independently prior to assembly. e. The general external appearance of all complete rifles shall be uniform in color (black or FDE). f. Free of blemishes and excessive tool marks. g. The total weight (excluding accessories and magazine) of all SDR model rifles shall not exceed 6.0 lbs, while the total weight of all MDR model rifles shall not exceed 6.75 lbs. All complete rifles will be provided with: -- 4 of 39 -- 5 h. Front and Rear Back Up Iron Sights (SOW 4.4.5) i. (2) QD sling swivels (SOW 4.7.1) j. (1) M-LOK QD Sling Adapter (SOW 4.7.2) k.
