Title: Machining Basic Ordering Agreement (MBOA)
Requesting Lab: National Institute of Standards & Technology (NIST) Center for Neutron Research (NCNR)
BACKGROUND
The NCNR is a large laboratory facility consisting of a suite of instruments that measure the interaction of radiation with various materials to study their structure and properties. The NCNR maintains a wide variety of instruments that allow great flexibility in the type of samples and phenomena that can be studied and measured. To remain a state-of-the-art neutron scattering facility, the NCNR continues to evolve by adding new instrumentation and upgrading existing instrumentation.
The National Institute of Standards and Technology (NIST), NIST Center for Neutron Research (NCNR) is seeking vendors who are capable of manufacturing parts and assemblies that vary in size, complexity, materials, and quantities. Vendors must have either in-house capabilities or subcontractors available to do the following, but not limited to, types of operations: milling, turning, welding, grinding, polishing, leak testing, painting, powder coating, anodizing, CMM inspection, packaging, and shipping. Manufacturing, painting, filling, and delivery are to be done following provided drawings, models, and specifications provided by NCNR engineering staff.
PURPOSE
The Contractor shall provide machining of parts, on an as needed basis, in accordance with drawings and design specifications that will be provided by NIST.
REVOLUTIONARY FAR OVERHAUL (RFO) 16.703-3, LIMITATIONS
The contractor must furnish all equipment, supplies, and personnel to successfully complete delivery orders. The government will issue an RFQ for each delivery order which includes specific drawings, STEP Files, technical specifications, quantities, unique shipping instructions (when applicable), and lead time. Orders issued are firm fixed price (FFP) unless otherwise specified at the delivery order level. Fair and reasonable determination will be based on the price offer for the Mock Delivery Order. Price offers for each delivery order must be consistent with the price determined to be fair and reasonable. Failure to reach agreement on price for any delivery order issued before its price is established is a dispute under the Disputes clause included in this BOA. The standard lead time is thirty (30 – 90) days ARO. Lead time will vary and may provide for a shorter or longer lead time depending on quantity and complexity. Lead time will be provided at the delivery order level. The order becomes a binding order when the delivery order is issued. The use of this Basic Ordering Agreement is restricted to the National Institute of Standards & Technology. Unless otherwise dictated at delivery order level, partial quotations for Request for Quotations (RFQ) will not be considered for award unless an acceptable quotation for all deliverables is not submitted. The government reserves the right to not issue a delivery order
SCOPE
The Contractor shall manufacture parts using a variety of machining techniques. Applicable techniques include (but are not limited to) turning (Lathe, Conventional and CNC); threading (Lathe, Bore, Tap); milling (Conventional and CNC); Electric Discharge Machining (EDM) (Wire and Ram); broaching; welding; coating (paint, anodization, powder coating); and leak testing.
PERIOD OF PERFORMANCE
Five (5) Year Continual Performance Period
GENERAL REQUIREMENTS
Specifications for the machining work will be provided by NIST with each delivery order and will consist mainly of PDF drawings which may or may not contain more specific work instructions. CAD STEP files may be provided or requested but are only provided as a tool or guideline to assist in understanding of the governing drawing and save time programing. Specifications may include material certifications, leak rate certifications, boiler plate codes, paint specifications, etcetera. If there is a discrepancy between the PDF drawings and the STEP file, the PDF drawing is the governing document. Contractor must contact the COR for guidance if a discrepancy is discovered.
The Contractor shall have quality control procedures, personnel, and equipment (Coordinate Measurement Machine or similarly functional equipment) in place so that inspection and verification can be performed at the Contractor’s premises.
The NCNR specifications shall govern the manufacturing, and inspection shall be done in accordance with the Contractor’s established Quality Control Plan.

MINIMUM REQUIREMENTS
Inspection Requirements
Inspection should adhere to the vendors Contractor’s established Quality Control Plan.
Pre-manufacture inspection of raw materials for out-of-tolerance issues or other visual defects should be performed.
All individual components and assemblies are required to be inspected for completeness and adherence to dimensional, weld (type, size, placement) and process specifications before packaging and shipping occurs.
Inspection of parts and/or assemblies for adherence to all specifications – dimensional, welding, post-weld machining, leak, and/or other should be performed before any coatings are applied.
Inspection should include, but is not limited to, the use of any and all applicable inspection tooling equipment such as tapes, scales, calipers, gauges, pins, CMM, metrology, pumps, optics (surface finishes), and x-ray (welds).
QS 9000 and/or ISO 9001 are required. Higher or equivalent is acceptable.
Material Requirements
In accordance with the Revolutionary FAR Overhaul (RFO) Clause 52.225-1 all materials used must be domestic. Materials include but are not limited to steel, aluminum, copper, magnesium, brass, Inconel, Titanium, plastics, high density polyethylene (HDPE), borated polyethylene.
