NCCIPS FY25 Switch and Transformer Maintenance
A. Scope of Contract:
This Statement of Work (SOW) describes the scope of work and deliverables required for the
maintenance of Eaton/Cooper Switches and Transformers at Building 9325, National Center
for Critical Information Processing and Storage (NCCIPS) Complex, located at Stennis
Space Center, MS.
B. Period of Performance:
Date of Award – 09/30/26
C. Place of Performance:
National Aeronautics and Space Administration (NASA), Building 9325, Cypress Loop
Road, Stennis Space Center, Mississippi 39529
D. Security Requirements:
• United States citizenship is required to gain access into the NASA Stennis Space Center
and into the NCCIPS data center.
• All subcontract personnel will require an NCCIPS escort during performance of the
work described in this SOW.
• Contractor personnel required to visit NCCIPS to perform their work will require a
formal Site Visit Request (SVR) to be coordinated with NCCIPS Project Managers
(PM).
• All photography or video requirements of the NCCIPS complex must be coordinated
with NCCIPS personnel, as photography and video of any kind is prohibited at
NCCIPS.
• Cellular hotspots which generate a personal wireless network of any kind are also
prohibited on NCCIPS grounds.

E. Principal Period of Maintenance (PPM):
The hours of 7 AM to 5 PM local time, Monday through Friday of each week will be referred
to as the Principal Period of Maintenance.
F. Contractor Requirements
The Contractor shall provide services including but not limited to the following The
Contractor Requirements will be outlined in Appendix A:
A. Provide Dissolved Gas Analysis (DGA) Testing and Fluid Quality Testing
• Scope: Conduct baseline DGA/Fluid Quality Testing and provide reports for:
o 57 Pad Mount Transformers.
o 23 Pad Mount Switchgears.
• Dissolved Gas Analysis (DGA) parameters:
o Hydrogen, methane, ethane, ethylene, acetylene, carbon monoxide,
carbon dioxide, oxygen, nitrogen, Total Dissolved Combustible Gas
(TDCG) (ppm), CO₂/CO ratio, and O₂/N₂ ratio.
• Fluid Quality Parameters:
o Acid number, Interfacial Tension (IFT), Dielectric Breakdown (D1816),
Color, Specific Gravity, Power Factor at 25 o C and Moisture.

o Furan Analysis

• Deliverable: Standardized DGA and Fluid Quality Test Report for each unit (80
total reports).
• Requirements: Use industry-standard testing equipment and methods.
B. Leak Inspection
• Scope: Inspect leaks for:
o 3 Pad Mount Transformers.
o 5 Pad Mount Switchgears.
o 1 Pad Mount Switchgear (as part of fluid replacement, see requirement
C).
o 1 Pad Mount Transformer (as part of recommendation for mitigating
corrosive deterioration, see requirement D).
• Procedure:
o Inspect for potential nitrogen leaks.
o Provide recommendations for confirmed leaks to include necessary parts
and materials.
o Verify Pressure Gauge functionality for three (3) Pad Mount
Transformers and five (5) Pad Mount Switchgears.
• Post-Service: Purge and recharge headspace with dry nitrogen per Standard
Nitrogen Recharge Procedure (see requirement E).
• Deliverable: Summary of inspections and gauge verification results.
C. Fluid Replacement

• Scope: Replace fluid in One (1) Pad Mount Switchgear.
• Procedure:
o Remove existing fluid from the tank.
o Inspect tank for potential fluid leaks and repair confirmed leaks with
necessary parts and materials.
o Replace fluid with approved E200 fluid.
o Verify pressure gauge functionality for One (1) Pad Mount Switchgear.
• Post-Service: Purge and recharge headspace with dry nitrogen per Standard
Nitrogen Recharge Procedure (see requirement E).
• Deliverable: Report confirming fluid replacement and tank integrity.
D. Recommendation for Mitigating Corrosive Deterioration (rust)
• Scope: Inspect and provide recommendation for mitigating rust on One (1) Pad
Mount Transformer.
• Procedure:
o Inspect for corrosive deterioration and potential nitrogen leaks.
o Provide recommendation for confirmed issues (rust and leaks) to include
necessary parts and materials.
o Replace gasket.
o Verify pressure gauge functionality for One (1) Pad Mount Transformer.
• Post-Service: Purge and recharge headspace with dry nitrogen per Standard
Nitrogen Recharge Procedure (see requirement E).
• Deliverable: Report detailing recommendations for repair and gauge verification.
E. Standard Nitrogen Recharge Procedure
• Applicability: Necessary for requirements B, C and D after service completion.
o 4 Pad Mount Transformers
o 6 pad Mount Switchgears
• Procedure:
o Fill headspace with dry nitrogen to a pressure of 5 psi.
o Maintain pressure and verify no change for at least 15 min.
o Vent headspace to atmospheric pressure.
o Refill headspace with nitrogen to 2‐3 psi.
• Requirements: use calibrated pressure regulation equipment and dry nitrogen
supply.
G. General Comments and Assumptions:
• No more than two (2) switches and/or two (2) transformers may be powered down at a
time.
• NCCIPS Electrical personnel will perform all necessary switching to remove power to
switches before service.

• Schedule for services shall be coordinated with the government’s technical
representative not less than five (5) working days prior to performance of services. If
downtime is required, work will be scheduled at the earliest convenience of the affected
data center clients.
• NCCIPS team members will review the Dissolved Gas Analysis (DGA) baseline fluid
test reports once the Contractor delivers them.
• The Contractor will notify the government’s technical representative of any engineering
change notices and any production enhancements.
