Manufacturing and Installation of Aircraft Sunshades

STATEMENT OF WORK DATE OF DOCUMENT: 07/13/2026 INSTALL SUNSHADES RAMP 7 -- 1 of 21 -- 1.0 PURPOSE 1.1 The purpose of this Statement of Work (SOW) is to define the requirements for the manufacturing and installation of aircraft sunshades at Edwards Air Force Base (AFB), California. Contractor must provide all labor, materials, tools, and equipment necessary for the installation of aircraft sunshades described below. The work to be accomplished includes but is not limited to the following: Design of structure, design of structural foundations, design of lighting, superstructure, fabric cover, site preparation, site improvements, sunshade installation and lightning protection. 2.0 SCOPE 2.1 The 412th Maintenance Group, Edwards AFB, CA, requests a proposal for the manufacturing, assembly and installation of four (4) prefabricated aircraft sunshades on Ramp 7 at Edwards AFB, CA. 2.2 Contractors must erect safety barricades, perform site preparation, site clean-up, and demobilization. 2.3 No Excavation of any kind shall be performed prior to contractor obtaining a completed 412 CEG Dig Permit. The Contractor is responsible for coordinating all signatures on the 412 CEG Dig Permit. 3.0 DESCRIPTION OF WORK 3.1 The contractor must adhere to Unified Facilities Criteria (UFC) 3-301-01, UFC 3-310-04, MIL STD 3007, and all other Federal Aviation Administration (FAA) specifications, Military Specifications, UFC, Air Force Instructions (AFI), Edwards Air Force Base Design Standards, applicable laws, regulations, and standards that encompass this project, to include site investigations pertaining to soil compaction. Contract personnel must obtain flightline driver’s licenses and adhere to all rules and regulations of driving and working on the flightline. To meet the contract requirements, the Contractor shall prepare and furnish drawings, as required for the accomplishment of the project scope in accordance with the requirements of this SOW. The Contractor shall provide all drawings, complete details, warranty information, material samples, product data from manufacturer/suppliers, standard color charts/catalogues for proposed materials and finishes as applicable and the proposed work schedule for Government review and approval prior to commencement of any work. All contract drawings shall be well prepared, complete, and accomplished in accordance with the best professional practice to show clearly and concisely the type of work to be performed. All drawings must be provided to the Government for review and approval by Authorities Having Jurisdiction. Assembly and installation must not begin until the drawings, and associated documents have been accepted and approved by the government. 3.1.1 Provide four (4) sunshades on Ramp 7 that are 190’ wide clear span at 25’ high x 90’ long x 69.5’ at center height with 30’ side walls. The structure shall be designed to ensure a minimum of 10’ of clearance space between the aircraft and all portions of the structure, appurtenances, and additional aircraft within the structure (See page 7 for Sunshade Locations). Structure shall have a minimum of 190’s clear span between the posts at 25’ high. Shelter column anchorage will be placed on existing aircraft aprons. If structural foundations are required by the contractor, the contractor must provide engineered stamped design drawings for the foundations and provide the Government a 100% Issue for construction (IFC) drawings of the footings. Sunshade fabric covers s h a l l b e 28 Oz, translucent tan in color, flame-retardant PVC coated fabric with polyester scrim. -- 2 of 21 -- Frame members shall be 54’‘wall ASTM zinc tubular steel that meets z-bar truss design on 10’ centers. Fabric ends shall be above the base of the shelter (54” above ground level). All weld joints shall be coated with 97% Zinc “Cold Gal” for corrosion protection. All Connections shall be via a Plate-to-Plate connection. 3.1.2 Blast Shield: Not required. 3.1.3 Fall Restraint System: Not required. 3.1.4 Contractor shall field verify all location dimensions for sunshades final placement. 3.1.5 Warranty: Sunshades must have at a minimum, a 10-year standard commercial warranty against defects, corrosion, and deterioration. Provide 100% IFC drawings of footings, if applicable, for the site to support the sunshades. 3.1.6 Provide and install LED lighting for each sunshade Provide and install a lighting package for each sunshade per UFC 3-530-01 (Section 3-9.2). 3.1.7 Provide GFCI protected, weather resistant, outlets to power 120vac at 20amps Nema 5- 20P plugs at six (6) locations in each of the four sunshades. 4.0 Structural Requirements 4.1 Roof/Structure Cover Requirements: Roof/Structure shall be engineered to withstand 110 miles per hour (mph) sustained winds in accordance with Edwards AFB Design Standards. (See Attachment 1, Edwards Air Force Design Standards). 4.2 Roof snow loads must be in accordance with Edwards AFB Design Standards. (See Attachment 1). 4.3 Seismic Loads must be in accordance with Edwards AFB Design Standards and meet ASCE 7- 10 Seismic Design Category D. (See Attachment 1). 4.4 Structure cover color shall be in accordance with Edwards AFB Design Standards. (See Attachment 1). 4.5 Ground Collision Mitigation: Ensure use of reflective markings on all structural supports and install high visibility tape on cabling that a person or vehicle could run into. 4.6 Lightning Protection: The contractor shall provide and install Lightning Protection for four sunshades in accordance with the National Electrical Code. 5.0 Administrative 5.1 Contractors must always keep the area clean and remove all waste in a timely manner. Any waste or excess material resulting from any contract requirement shall be removed and disposed of at a proper disposal site off of Edwards AFB by the Contractor in strict accordance with applicable Federal, State, County, and local laws. 5.2 Contractor shall repair/replace any Government-owned items, including…
