SCOPE OF WORK INSPECTION & TESTING FIRE PROTECTION, DETECTION AND NOTIFICATION SYSTEMS MANZANAR NATIONAL HISTORIC SITE 1 PART 1 – GENERAL INFORMATION A one-year contract with up to 4 option years: Contractor shall provide pricing for base year and for subsequent option years to provide inspection and testing of the following systems and equipment. 1.0 Description of Work: Inspect all identified systems per applicable NFPA Code to ensure code compliance and system functionality, and to identify any deficiencies. The provided National Park Service (NPS) asset specific forms shall be completed for each system inspection, in addition to any NFPA required forms. All completed forms shall be provided post inspection to the Contracting Officer’s Representative in PDF format (see section 3.2). Manzanar National Historic Site (NHS): Perform annual fire inspection for Manzanar NHS, to include the following: • Five (5) dry sprinkler systems • One (1) fire pump (electric powered) • Three (3) hydrants with flow • Six (6) backflow preventers The system is equipped with a test header. 1.1 Location: This project is located in Manzanar NHS, Inyo County, California. All systems are inside or within 1,000 yards of the visitor center building, 5001 US-395, Independence, CA 93526. 1.2 Performance Period: This work shall be provided from approximately July 2026, through July 2027, and the same timelines apply for subsequent option years, if exercised. Annual reports must be reviewed and approved by COR no later than July 1 st each year. 1.3 Regular Working Hours: Regular working hours at the park are from 9:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours. 1.4 Notification: The Contractor shall notify the Contracting Officer’s Representative at least 72 hours in advance for all work in occupied facilities. 1.5 Work Restrictions: The contractor shall be accompanied by a park employee at all times when performing the work of the contract in occupied park housing units. A park representative will be on-site and available for contractor support (primarily unlocking doors) for non-occupied housing units and public use buildings. 1.6 Qualifications & Experience: The Contractor(s) shall be qualified in the inspection, testing, and repair related to their field of expertise, in full compliance with current NFPA standard’s (i.e. Fire Suppression / Fire Detection & Notification). The Contractor shall have continuously performed inspection and testing in their field of expertise within California for the past three (3) years. The contractor shall hold the appropriate licensure throughout the length of the entire contract. 1.7 Supplies & Services: The Contractor shall provide all manpower, equipment, tools and supplies to perform the requested services, complete and in conformity with the contract. The Contractor shall -- 1 of 4 -- SCOPE OF WORK INSPECTION & TESTING FIRE PROTECTION, DETECTION AND NOTIFICATION SYSTEMS MANZANAR NATIONAL HISTORIC SITE 2 proceed to furnish the services of this contract promptly upon notification by the Contracting Officer (CO). 1.8 Waste Disposal: The Contractor shall legally dispose of all solid waste materials offsite. If applicable, the Contractor shall make provisions for the proper collection, transportation, and off- site disposal of antifreeze solutions and other fluid additives used for flushing during system testing. Disposal of these fluids into the ground, drains, waterways, or park wastewater systems will not be permitted. The Contractor shall dispose of water used for flushing during system testing in a manner that is consistent with the park protocol for disposal of gray water.
