PERFORMANCE WORK STATEMENT (PWS) MASTER AND SAILING INSTRUCTORS FOR THE U.S. MERCHANT MARINE ACADEMY (USMMA) 1. INTRODUCTION Organization The Maritime Administration (MARAD)/U.S. Merchant Marine Academy (USMMA) provides an Athletic Program overseen by the Department of Athletics. The USMMA Department of Waterfront Operations and Training is responsible for the operation of the Academy’s training fleet, Yocum Sailing Center, as well as varsity, and recreational training programs. Project Background For over fifty years, U. S. Merchant Marine Academy's Sailing, Power and Crew Squadron has set the highest standards for the training of merchant mariners and military officers through the medium of small training craft. Whether rowing a crew shell, sailing a dinghy, conning a power boat, or racing offshore to Bermuda, midshipmen have used the unique environment of the sea to develop and mature personally and professionally. The Waterfront's tradition of excellence can be found in its legacy of 17 National Championship Titles, in the testimonials of some of our grads and the service of Waterfront midshipmen and staff who led the Academy's relief efforts on September 11, 2001. The Academy has always maintained an active sailing program. During the 1940’s and 1950’s, the program competed at a club level, and won many district championships on the intercollegiate circuit. However, it was not until the 1960’s that the program developed into the comprehensive activity that it has become. 2. SCOPE The mission of the Department of Waterfront Operations and Training is to promote Midshipmen Leadership Training and Professional Development using Waterfront Resources. Together with the thousands of midshipmen who have been members of the Dinghy Team, Offshore Team, Crew, and Power Squadron, these individuals have helped make the Kings Point Waterfront Program one of the most decorated and respected programs on campus. The USMMA Waterfront Department seeks Marine Coaching services that will support the Kings Point Waterfront Program. The support services shall include:  Three (3) (Assistant Offshore Sailing Instructor; Assistant Rowing Instructor and Assistant Dinghy Instructor)  Four (4) Mates, T/V Kings Pointer (as needed for underway evolutions)  Two (2) Engineers, T/V Kings Pointer (as needed for underway evolutions)  Sports Specialist (Communications/Social Media)  Waterfront Duty Officer -- 1 of 13 -- Waterfront Marine Coaching Services PWS Page 2 3. PLACE OF PERFORMANCE The positions and services shall take place at: DOT/Maritime Administration (MARAD) USMMA/Department of Waterfront Operations and Training 300 Steamboat Road Kings Point, NY 4. PERIOD OF PERFORMANCE (Base + Three (3) Options) The contract shall cover a Base period (2026-2027) from date of award through 12 consecutive months. The contract will be incrementally funded. Three (3) options (2027-2030) allow the Government to unilaterally extend the contract period for 12 months each. The option periods are subject to the availability of funds which will be available upon concurrent agreement between the contractor and the government. 5. SUPPORT PERSONNEL/PERFORMANCE REQUIREMENTS TRAINING INSTRUCTOR - ASSISTANT OFFSHORE SAILING INSTRUCTOR Specific Duties and Responsibilities of the Position  Responsible for assisting the Head Instructor; instructing the Sailing Team, recruiting, public relations, basic to advanced sailing and seamanship instruction, basic to intermediate boat repair and maintenance  Assist in developing, managing in a sustainable manner, and instructing the Varsity Offshore Sailing Team  Provide instruction of the highest level in larger, keel-fitted sailboats to skilled members of the sailing team to prepare them for passages, races, regattas and championships  Provide proper motivation to the team members to reach their highest potential  Travel with midshipmen teams in Inter-collegiate and open competition on weekends  Spend time aboard on day trips or overnight leading and training midshipmen in navigation, watch standing, safety, seamanship and racing techniques  Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised  Recruit athlete sailors by actively instructing, racing and participating in the sport in a manner and style that attracts candidates to seek admission  Serve as lead instructor for the Physical Education ½-credit Basic Keelboat Sailing Course and assists as an instructor with the SOLAS training program. -- 2 of 13 -- Waterfront Marine Coaching Services PWS Page 3 Knowledge and Experience Required by the Position  Successful competition experience at the National, Continental or World Championship level in medium to large sailing yachts.  Minimum of two years’ experience in an afterguard position aboard a medium to large racing yacht.  Expertise in the setup and use of onboard electronics including racing instruments, navigation computer software, GPS and VHF.  Coaching or teaching experience in medium to large racing yachts.  Expert level knowledge of sailboat racing rules, sailboat racing tactics and strategies, sailboat and sail handling techniques applicable to medium to large racing yachts as well as safety practices, seamanship, navigation and watch standing.  Experience beyond basic yacht maintenance and repair including rope splicing, hardware repair and replacement, shipboard systems, and sail evaluation, maintenance and repair.
