Part 1 - General Information
1. General. This is a non-personal services contract to provide Master Planning professional
services support to the 9th MSC. The Government shall not exercise direct control or day-to-day
supervision over the contract service providers performing the services herein. Contract service
providers shall be accountable to the Contractor who, in turn, is responsible to the Government.
All operational, supervisory, approval, and decision-making authority remains with the
Government.
1.1. Basic Description of Services. The Contractor shall perform Real Property Ownership and
Base Operations (BASOP) services as defined in this Performance Work Statement.
1.2. Background. The 9th MSC DPW has varying responsibilities of Real Property Ownership
and BASOPS support within the 9th MSC’s Area of Responsibility (AOR). The AOR consists
of the states of Alaska, Hawaii, Washington, bases in Japan and Korea, and the U.S. Territories
of Guam, American Samoa, and Saipan. 9th MSC DPW is responsible for approximately 1
million square feet of facilities infrastructure varying in age from newly commissioned to more
than 30 years old.
1.3. Principle Place of Performance. Most work under this contract will primarily be performed
onsite in DPW’s offices located at 1555 Suehiro Road on Fort Shafter Flats, Hawaii.
1.3.1. Government furnished equipment (GFE). The Governmental shall provide private,
furnished, office space for the Contractor within the DPW offices. The Government will provide
a computer, DPW’s Standing Operating Procedures, data sharing services, software and any
other required automation equipment, and other supplies needed to complete assigned tasks.
1.3.2. Contractor Travel. During the performance of this contract, Contractor will be required to
travel within the 9th MSC’s AOR to gather audit information, and to a limited number of other
CONUS and OCONUS locations to attend meetings, conferences, training events, and to assess
site conditions. The Contractor may be required to travel to off-site training locations. All work-
related travel requires notification to the Contracting Officer Representative (COR) and
Government approval / authorization prior to departure. The Contractor is required to maintain a
valid U.S.-issued passport with greater than 12 months remaining until expiration at all times
(not Government reimbursable).
1.4. Hours of Operation. DPW core hours of operation are 8:00am to 4:30pm Hawaii Standard
Time (including one half-hour lunch), Monday thru Friday except Federal holidays or when the
Government facility is closed due to local or national emergencies, administrative closings, or
similar Government-directed facility closings. The Contractor must remain reasonably available
during DPW’s working hours and responsive to DPW mission requirement.

1.4.1. In the event of emergency or in support of mission-critical information requests, the
Contractor shall be available via phone or through electronic methods outside of core hours of
operation. The COR will be available during core hours and may be reached by phone or
electronic communications outside of core hours of operation.
1.5. Period of Performance. The period of performance shall be for one (1) Base Year of 12
months and four (4) 12-month option years.
Part 2 - Scope
2. Scope. The Contractor shall provide analysis and support to 9th MSC DPW leads regarding
Military Construction (MILCON) projects. All operational, supervisory, approval, and decision-
making authority remains with the Government.
2.1. MILCON Project Coordination. The Contractor shall provide technical expertise, reviews,
and support to military construction project designs and plans, engineering specifications, and
drawings for functional space adequacy for every project planned on 3,5, and 10 year planning
horizon. Along with 9th MSC personnel, Contractor may attend and provide technical
information and expertise at planning charrettes and design review meeting. (A charrette is a
standard practice for project planning and preparation, which sends teams of personnel with
specialized skills from various internal divisions to a proposed project site. The purpose is to
identify and resolve issues of standardization, functionality, location, scope, and cost that might
affect execution of the project.)
2.2. MILCON Project Review. The Contractor shall provide a technical review of construction
plans, engineering specifications, and purchase requests for functional adequacy. The Contractor
shall review construction plans for technical sufficiency and critical performance. The
Contractor will make specific suggestions to improvement these plans annually due NLT June
every calendar year.
2.3. The Contractor shall advise, support, inform, and facilitate the 9th MSC DPW Plans
Division in the following MILCON programming areas:
2.3.1. Master and/or Community Planning;
2.3.2. General Engineering and Military Construction to include but not limited to:
2.3.2.1. Base Realignment and Closure (BRAC),
2.3.2.2. Military Construction Army Reserve (MCAR),
2.3.2.3. Maintenance and Repair Army Reserve (MRAR), and
2.3.2.4. Unspecified Minor Military Construction Army Reserve (UMMCAR);
2.4. and 9th MSC DPW’s management of diverse plan program areas.

Part 3 - Objectives and Deliverables
3. Contractor performance will be judged on contributions to the following reports, goals,
objectives, and deliverables:
3.1. Long Range Plan. The Contractor shall support the development of a long-range plan to
support 9th MSC's mission requirements beyond the six-year Program Objective Memorandum
(POM) period. To support the long-range plan, the Contractor shall maintain an Enduring
